A development team's early renderings show how they want to restore Tempe’s iconic Hayden Flour Mill with several new buildings and a “sensitive” restoration of the mill and silos.

The plans envision restaurant and retail-anchored ground floor suites across several buildings, including the five-story mill. The upper floors could be converted into offices.

Visitors could grab a drink, listen to live music or shop at outdoor markets on planned green space throughout the property at Mill Avenue and Rio Salado Parkway.

The mill could feature ground-floor retail and dining, office space on the upper floors and the roof could be used for events. The seven silos, each 10 stories tall, would be preserved to house a restaurant, host events and for education purposes, with developers eyeing a museum.

Preliminary plans show developers want to build up to 27,000-square-feet of new development spread out across six new buildings up to two stories tall.

One building, along Mill Avenue, would be anchored by a restaurant and a larger building along Rio Salado Parkway could see multiple dining and office tenants.

Venue Projects and Sunbelt Holdings said the new buildings are "secondary, subordinate in scale" to the mill and silos to ensure the historic buildings continue being the focal point of the property, according to the bid.

The team said their vision for the project was inspired by the restoration of industrial sites like the American Tobacco Campus in Durham, North Carolina, and Magnolia Silos in Waco, Texas, into mixed-use spaces.

The Tempe property will be redeveloped in two to three phases with the first phase anticipated to be completed in the next three-and-a-half years, according to the proposal.

Impressive project if they pull it off. Would be nice to see some office space also go up here too - but betting that is for the lots not up on the lake. (those details could be in that giant doc - but I skimmed it) Impressive renders with the Pier twin towers - if this all happens would be nice to see all 5 towers in a row there on the lake.

Big Surf seemed to be successful hosting events like edm concerts, I am surprised they don't keep the wave pool to host the events and redevelop the perimeter.

Price and Baseline will be a 4 story apartment development that was covered a few pages back.

Also looks like there is a proposal for an apartment development at the Emerald Center east of the Starbucks, south of the Target Furniture office. Pretty big parcel but I have a feeling it will be a lackluster garden apartment development. Maybe something from Mark Taylor.

The Dwell:Work@Home Community was approved in a 7-0 vote during the Feb. 10 city council meeting. Boasting 129 units of studio and one-bedroom apartments, the complex will be geared toward the workforce and especially those who work from home.

The project at 430 South Farmer Avenue is being developed by Holualoa Cos., which has offices in Phoenix, Tucson, Los Angeles, Paris and Kailua-Kona, Hawaii.

Also looks like there is a proposal for an apartment development at the Emerald Center east of the Starbucks, south of the Target Furniture office. Pretty big parcel but I have a feeling it will be a lackluster garden apartment development. Maybe something from Mark Taylor.

I've been saying for years that parcel was going to become apartments. About time.

Next big retail center parcel to keep an eye on would be Tempe Marketplace for the Sam's Club that has yet to make any traction aside from a fence the past few years. I'm willing to bet it ends up as a Costco (hope) or another hotel/apartment at some point.

Going down a rabbit hole tonight since it seems a lot of developments are slipping past us somehow and the city map has not been updated to reflect current construction but looks like Hilo is prepping to start construction soon. Cornerstone is undergoing construction currently. I'm not sure what exactly will all be done but I'm assuming we should expect a lighter grey brick tone and black accents similar to what Trader Joe's looks like.

There is also going to be a Press Coffee built at 100 Mill, and a brewery being built near the 202/Scottsdale Rd off ramp.

And Milhaus @ Apache is now titled Apache? Milhaus taps McShane Construction for 219-unit multifamily build in Tempe

McShane Construction Company is again building for Milhaus within the municipal bounds of Tempe at a new site coined, Apache, a new 219-unit luxury multifamily development.

“We’re thrilled to work on another project in Tempe with Milhaus,” said Senior Vice President at McShane, Jim Kurtzman, in a prepared statement. “Located in an Opportunity Zone, Apache will bring luxury apartments to Tempe’s rapidly growing Cultural District.”

Atop a 4.5-acre site at 2125 E. Apache Blvd., the “Opportunity Zone” development will incorporate two four-story, wood-frame buildings. The exterior façade systems will feature a mix of stucco, fiber cement board, standing seam, and brick veneer, according to a press release.

Yes that senior tower has been in the works for years. ASU originally was going to work with the developer to brand that development as Mirabella but chose to develop the Chili's lot instead with a different developer. I believe this developer is still moving forward without ASU's commitment.

There was an agenda item on the Joint Review Committee meeting that was scheduled for yesterday but was cancelled.

Topic was for "Novus Parcel 3G – Proposed New Multi-Family Development". For you ASU Football fans, I think this was the lone remaining grassy area where you could tailgate LOL it's Lot 4 (Grass)...right next to Verde Dickey Dome.

Hopefully it gets rescheduled soon and get to see some renderings. Nice to see Novus Corridor starting to build out on the other side of Rural Rd.

After the Covid-19 pandemic delayed construction, the $125 million Omni Tempe Hotel at Arizona State University is on track to be open around May of 2023.

The hotel “topped out” on Thursday, meaning the last beam was placed in the structure. Construction officially began on the hotel, located at Mill Avenue and University Drive in Tempe, in September.

“The original timeline had us being very close to open (by now) had it not been for the pandemic,” Dan Piotrowski, senior vice president of operations for Omni Hotels & Resorts, said. “When the pandemic hit, we talked to our partners at ASU and the city and hit pause on the project.”

Oh wow, the Mission Palms overflow lot? I always thought that would be a cool spot for redevelopment, but never thought Mission Palms would give it up.

^I am awestruck at the picture above considering how different it 'feels' compared to when I lived in Tempe in the 90s.
Those lousy Walgreens and Ruby Tuesday's buildings need to go. I was baffled at the bad scale when they built them and now it really shows why. Jack Black's building in Centerpointe is OK though. It's a bit of an odd duck, but much more interesting than other buildings of its era.

^ I am too. I pretty much stopped hanging out in Tempe when I moved to Phoenix in the mid 2000s but I was a Mill Ave regular in my teenage and college years before. I had to completely reorient myself to understand this photo, especially with the Omni.

That Walgreens is probably better than the crummy gas station that was there before. The Ruby Tuesday building can go away only because the one time I ever ate there I got salmonella from the chicken.

Oh wow, the Mission Palms overflow lot? I always thought that would be a cool spot for redevelopment, but never thought Mission Palms would give it up.

I didn't either. It wouldn't surprise me if the Mission Palms was hurting from the new upmarket competition/pandemic and they're looking to put the money into major upgrades. They can convert to valet and easily fit everyone in.

I think you mean CVS and Pita Jungle. There isn't a Ruby Tuesdays in downtown Tempe anymore (since 2009). Even the one at Tempe Marketplace is gone. There was a Chili's where the Omni is going up though. The Pita Jungle building was built in the 90's, so probably not out of scale at that time, but the CVS was built much more recently and I agree that it doesn't seem like a good use of that corner (unless it was in the first floor of a taller building).

There was a Ruby Tuesday in the Pita Jungle building for a long time. Not really sure when it opened, closed late 2008 when they moved to Tempe Marketplace.

You guys are shocked at Tempe changing so much after decades, imagine those of us who moved here in 2018. Just hit 4 years in the valley almost 3 in Tempe and even I have a hard time grasping the amount of change that has taken place. Every last one of those towers were built in the past 4 years. Insane. And that feeling is mutual for all of the valley, there’s construction everywhere. In the past year, I haven’t been able to recognize Scottsdale Road in South Scottsdale anymore because of its ongoing transformation at McDowell. Seriously exciting stuff all around. Tempe is definitely taking the cake for biggest transformation though, especially if Novus gets built out fully.

Also Chili’s is at Farmer & Ave but given that Hudson was just built and everything currently under construction in that row of lots up to Tempe Depot, I’m thinking another 2-3 years max before they’re forced to move again. They should just adapt their urban format in one of the new towers at this point. I also think that Pita Jungle/Wells Fargo combo on that corner will probably get redeveloped shortly after Hilo gets going. Unfortunately, I think Jack in the Box is there to stay for a while longer as they renovated in ~2019/2020 so there will be a gap between the two.

Apache blows me away the most. The biggest development to hit Apache in my college years was the construction of Adelphi Commons in 2002 which was lamesauce from day 1.

Around this time the city was proud of their efforts to subsidize converting motel and mobile park signs

Its amazing how Tempe has changed over the last 5 years. i went on that off ramp by the 202 off mill i think and was shocked at the view of the cityscape.
Its looks like something out of the future! All the buildings are glass and sleek not like DT phoenix with all those ugly brown or white stumps. The Watermark is really nice!

I can’t help but chuckle at the occasional comment I hear from someone who says they’re bored living here, my reaction is how? I can’t even keep up with new places I’d like to see and try, not to mention the crazy amount of entertainment and sports options be it new casinos or performing art venues, I just learned at a recent coyotes game that we will soon have a PBR league team based out of Gil’s river arena.

The rooftop bar at the Westin in Tempe is my favorite known new gem but I’m sure I’m missing 10 others.

Check your history. When those buildings were built in Phoenix Mill Avenue still had almost twenty years to go before it stopped being a no-go zone of biker bars and homeless riverbottom dwellers. One of those bars had a dirt floor. The reason they built the library on Southern is because Tempe was *this* close to abandoning their downtown for good.

I think it was Harry Mitchell who campaigned to build the new city hall downtown--probably the most forward thinking decision in the city during the 20th century, ahead of the decision to build the lake even.

Hello, not sure when that picture was taken. My guess is sometime in the 1980s. If you go on Facebook and type Tempe History Museum they have a lot of pictures. Some from when the Mill was operational.

that looks like mid to late 80's to me. definitely pre 90's. gonna say 1985 or '86 as not even the south end of the SD stadium is fitted with Cardinals additions yet.

Super late to this and also first post on here so hi, but the Press news has me very happy, lived in Rise last year but moved to the University/Mill area for this school year and I definitely miss having a Press nearby. Also a bit sad seeing that Omni is probably going to be the last project to be completed while I'm still in Tempe, graduating in Spring 2023, I feel like I just got here and had so many projects left to see pop up :/

Moov, a startup that operates an online marketplace for used semiconductor equipment, has signed a lease at 100 Mill in Tempe which will serve as the company’s new head office.

Moov, which relocated from California last year, will occupy 32,000 square feet that includes the entire 16th floor and stipulates exterior signage on the building...

Moov is currently working out of a 6,500-square-foot office at 60 E. Rio Salado, but Zhou said once they began planning for 2022, it was clear they would quickly outgrow that space.

Moov currently has about 50 employees but plans to hire about 100 more this year. About 20% of the workforce is expected to be based in Austin, Texas, where Moov recently established an office, and the remaining 80% of employees will be in Arizona...

America’s semiconductor manufacturing workforce is concentrated in a handful of states, one of which is Arizona. The Congressional Research Service found that in 2019 about 10% of the nation’s semiconductor workforce was based in Arizona, which made it the fourth largest workforce in this sector behind California, Oregon and Texas.

The old standard of two marquee signs on opposite sides of the building is dead.

Although it seems Moov rented on the 16th floor and Deloitte took the 18th.

I live in Tempe and work from home. Yesterday afternoon, a young guy (20-something) rang my doorbell and told me "Tempe is giving this South Pier development $80m in property tax abatements." He was asking for signatures on a petition to somehow put this on the ballot in November to stop the development.

Has anyone else experienced this? I googled "South Pier petition" but didn't find anything. I tried explained to this guy that the city is not giving a private developer $80m but I don't think he understood me.

Yes, I live in Tempe as well and had been receiving texts and calls to voice opposition against the coyotes moving here. I asked them how an empty dirt lot is somehow more valuable for the city, a lot of silence….

The lake deal is pretty bad when you consider that the most valuable property in the state shouldn't need subsidies, or that the lake maintenance should be paid by the surrounding properties, but I can't imagine why somebody would be annoyed with it enough to fight city hall and put it on the ballot.

Some interesting details for the recently opened Vib hotel on Farmer:

The Eastline Village project across from Culdesac is still on hold because the hoarder's belongings are still on-site. Not sure when that one will happen...

Also they have cleared the land for Aura on Apache. There was a homeless encampment that popped up but it looks like it was cleared and they are ready to start.

A hospitality group making its entrance into the Phoenix market leased the last remaining restaurant space at the Watermark mixed-use development in Tempe and has plans to eventually build a resort in the Valley.

WGE Capital Group leased 11,303 square feet at the Watermark for its new eatery, called Three Thirty Three, along with a rooftop deck where the group plans to have day parties on the weekends. The restaurant is a full-service, Asian-inspired concept featuring seafood, Peking duck, Wagyu meat and sushi.

Mallonee said retail tenants have been quick to lease spaces at high-end buildings like the Watermark, even during the Covid-19 pandemic. The lease brings the retail space and the office space to fully leased in the building. The project includes 265,000 square feet of office space, 44,000 square feet of retail, a 360-unit apartment complex and there are plans for a 250-key hotel.

The restaurant is WGE’s first project in the Phoenix market, but Nguyen and Devries said they are in the early stages of planning a 40-acre resort on the Salt River Pima-Maricopa Indian Community near Scottsdale. Devries said the details of that project are still under wraps, but the restaurant at the Watermark will be a way to introduce people to the brand.

Tallest crane would be Atmosphere, crane behind that is Westin and then far right is 100 mill barely starting.

Major giveaway was the lack of the crane for Omni next to Mirabella.

I've never understood nor really delved into Brnovich's Don Quixote quest but it sounds like he might actually be right here with the implicit property tax abatement. It looks like ASU did overstep their bounds here. Arizona has complicated business property tax laws last I checked.

Hoping they let a dead dog lie. ASU needs this revenue for their sports programs if they have any chance at all competing in the new world order of NIL Money and the transfer portal and more to come with possible unionization of college football players where money would have to come from the athletic departments/schools.

Agreed. I think it has the "potential" of being a Top 25 but they just don't have the booster money or alumni base donations to achieve it. Many alumni moan about it but will not support the program via donations. OR they don't get their butts over to sit on a stadium seat and support the program that way. I understand the problems w/ the current AD but choosing not to renew your football season tickets because of Ray/Herm hurts the program and AD even more and will take longer to recover. All this to say, yes, ASU needs Omni to happen and along w/ everything on the Novus Corridor.

Unfortunately, I think this speaks for most of the Valley sports in the region. The City will only get behind a team if it's experiencing success. Phoenix will always be a basketball town and I think the Suns are the only team exempt from this (although fan support was pretty much down during the rough stretch, but I think that was more due to mismanagement and just an overall hatred of Sarver LOL)

It sure doesn't feel like ASU is a top 25 sports school. Given that it's the only major D-1 school in a metro area of 5 million, it's sad that it cannot do better mining AZ talent. In fact other programs have AZ circled as a state where talent can be absorbed since there aren't many D1 options in state but there are a ton of students. Our best players consistently go out of state.

I agree that alumni could do a better job of attending games, but they've done everything possible to kill the old tailgate experience so I won't even go any more. Tailgating was half the fun. I miss the 90's Saturday middle of the afternoon experience. Now it's Thursday and Friday night games fighting students for parking spots. It's $14 beers in a smaller stadium that feels more corporate than a University.

I think you're dreaming if you think a couple million here and there from Omni or the Novus athletic facilities district is going to make a big difference in the quality of ASU sports teams. As I understand it, those revenue sources are to pay for the bonds for many of the current facilities like the stadium upgrade. I don't think a few new sports facilities will change the culture. Also the Novus thing is now 12 years old and they have done what 3 or 4 midrise deals? I spoke with a developer from Texas who does high end multifam and he said he told ASU 'No' because they were such a pain in the butt to deal with so it wasn't worth it. They just had too many demands and dealing with them as your land owner is viewed as a 'cost' to them. There's a reason all the other Tempe parcels are getting developed while the old golf course sits dormant.

I saw a Novus slide deck several years ago that said the most prime parcel in Novus was on the NW corner Rural/Univ by the LR stop and to maximize the returns to Novus it needed to be min 10 stories (as I recall, it's been a minute) to get the proper value and I think they did 5-6 stories there. Not a good start. Also important to note their best deals: Marina Heights, Omni, Mirabella are all outside the Athletic Facilities Dist so they can't package those revenues with the stuff inside the AFD to sell bonds. Seems like developers didn't want to be inside Novus and pay a full ad valorem rate.

At some point, I wish they would allow to tailgate on ASU property, near Old Main for example. Think what USC does on gamedays for tailgating. I mean, that's really the only option left besides tailgating in a garage. The problem with ASU, in general, is that it is competing w/ all 4 major sports, as well as other entertainment options, for your dollar. I have some other opinions on AZ talent leaving the state, but hey that's a topic for a sports forum. The NWC of Rural/University still has some possibility to be taller as Parcel 3CS is still available. It's always been marketed as multi-phased effort and think I saw anywhere from 25-30 years until full-build out. As for the golf course being dormant, Parcel 4F and Parcel 3G are currently under planning review.

I haven't even brought up the MPA and the Coyote's use of it for the next couple of years. Novus Corridor is starting to heat up. One thing I will say, is that they need to go ahead and renovate The Bank already. CBH has been doing a great job bringing in recruits, but hopefully a revamped arena will help as well (along w/ NIL $$$).

Oh you right right. That's my bad. Regardless, Novus (the non-real meaning term)is on fire right now and Rural (on both sides) will be unrecognizable in 10-15 years.

Build, baby, build! Hopefully we get some nice and updated athletic facilities out of this funding mechanism.

The city of Tempe’s housing division has laid out a plan to build multiple affordable housing developments close to ASU’s Tempe campus.

The Apache Boulevard redevelopment project plans to add as many as 500 affordable housing units to four areas in Tempe adjacent to Apache Boulevard...

There are four plots of land that will be developed. Two of the areas are about a half-mile from the Tempe campus. One of them will be built on Dorsey Lane and Lemon Street, another on Dorsey Lane and Apache Boulevard and two more that are more east along Apache Boulevard...

The two projects closest to campus on Dorsey Lane will be developed by Artspace, a development company that specializes in developing housing projects catering to artists. Lamy said the units will cater more toward artists but is open to all, calling it "preference housing."

"(Artists are) not the only folks who can live there," Lamy said. "It's just a preference for folks who are artists who live in workspaces or do that type of careers, trade or profession."

The development on Lemon and Dorsey will be a five-floor building with a parking garage with 68 affordable housing units. The development on Apache and Dorsey will also have five floors and have 80 affordable housing units and a parking garage. Both will share parking spots with the existing park-and-ride spots that align with the Dorsey/Apache Valley Metro light rail station.

The other two developments are planned further east of the Tempe campus, each of them located just off Arizona State Route 101 and about three miles from campus. One of the developments could add up to 250 units, and the other could add up to 106 units. The city is currently seeking a developer for the larger concept through a request for proposal.

I went out and got some photos of the new ISTB7 building at ASU this weekend. I'm sure people will be divided on the building design but when I think of the old carwash that was there before, id say this is an upgrade. Here are a couple of them and a link to a larger gallery if you are interested.

I didnt see that they had built another pedestrian bridge, Thats good!

I still wish it went over the light rail though!

I thought they ended up burying the canal ditch that went under there. My impression of the project has gone up like fivefold with that water feature. I just hope they have some more greenery but ASU isn't super good at that.

Along with this project I noticed (as a retired sign co. owner) that they took the entry signs at ASU to a higher level. All of the ones I have seen out there look stylish, and easy to read and much nicer then the ones they had prior.

Noticed on the development tracker that there is a project in the entitlements called "Lincoln south bank - Mixed Use" Where the pier is going to be built. It also shows the Southpier proposal we discussed a few pages back. Could this be another high rise development in the works??

If I remember right, that project was ultimately pulled in part because it was so lackluster, and the Pier folks opposed it.

The judge rules that the issue of priority of use--the fact that Shady Park has been holding concerts since 2015--does not favor either party, because the Mirabella bidding process had begun in 2015, and because Shady Park wasn't holding concerts when Mirabella opened in 2020 (i.e. because of the pandemic).

I don't know enough about the case to know how much of a change the restrictions in the order are, but the quotes from the club owners in the AZ Central article say it will basically put them out of business. The order is preliminary, and is appealable, and Shady Park says they're appealing, so we'll see.

There really was no reason to build a senior residential tower at the corner of the largest party area in the Phoenix Metro. There should be a clause when signing the lease to accept high levels of noise and if you don't accept it, you don't live there.

It mentions that not just Mirabella residents, but also residents of Union Tempe, Oliv, as well as Westin and Hilton Canopy had issues. If one reads the reviews of Westin and Hilton Canopy one can also find many reviews complaining about noise; some mentioning the Shady Park music volume, some talking about noise from Mill Avenue.

So it is not just Mirabella vs Shady Park; but the various residential complexes and hotels around Shady Park vs Shady Park.

Readers here would have a better idea about when the initial plans regarding the various residential units and hotels in this neighborhood were proposed. My guess is a few of them could predate 2015. (Hotel plans at the Omni location is very old.)

I was unaware that they had received complaints from elsewhere. I would have strongly leaned in their favor in the past, but the case makes light of a lot of important things and they just seem like bad neighbors overall.

Accordingly, there are parts about that ruling that make sense, but there are other parts that are simply insane. He could have simply told them to follow city code as it was written at the time they received their use permit (which makes lots of sense), but the judge exceeded his authority in personally dictating their business hours. I hope it gets appealed on that alone.
