Despite challenges, UH wants to open medical school by 2019

Despite challenges in raising money and gaining state approval, University of Houston officials are still set on opening a medical school - possibly by 2019 - on the flagship southeast Houston campus.

A medical school, university officials say, wouldn't be merely another token of prestige for UH, which is working to enhance its standing as an elite research institution. Instead, they say, it would meet a need for better health care services in the Third Ward community near the campus. UH already has committed hundreds of thousands of dollars to develop a plan for the school, pay consultants to study its feasibility and hire a "planning dean," tasked with developing a business plan and curriculum.

To open a medical school, however, UH will need state approval and tens of millions of dollars for startup costs. With the University of Texas opening two new medical schools in 2016 and at least two other public universities - the University of North Texas and Sam Houston State University - also pushing for medical schools, another in Houston would be a "tough sell," Raymund Paredes, the state's top higher education official, said in an interview this week.

Groundbreaking Held for COH/Harris County Joint Processing Center (http://abc13.com/news/project-expected-to-save-taxpayers-millions/1053725/)

HOUSTON -- Houston Mayor Annise Parker, Harris County Judge Ed Emmett and other city and county officials break ground on a joint inmate processing center that will consolidate and streamline all local inmate booking processes into one facility.

The $100 million processing center - to be built north of Buffalo Bayou downtown and next door to the county's Baker Street Jail - will be built with bonds approved by county voters in November 2013. Construction will require no tax increase; the county will pay off the bonds with savings produced by the new facility's operation.

The 246,000-square-foot Joint Processing Center is expected to be complete by the end of 2017.

Work has commenced. Formerly known as the Melrose Building, the hotel will hold 255 rooms, restaurant space, a rooftop pool and bar. It's expected to open by October 2017.

Micro-condos slated for EaDo

Houston-based Novel Creative Development LCC is in the final stages of planning a new modern-living project east of downtown.

The 24-story development, known as the Ivy Lofts, will be home to some of Houston's first "micro-unit" condominiums and is slated to begin construction next summer. The 1.4-acre property is located at the corner of Leeland and Live Oak streets and will contain 500 micro-units, with first-floor retail.

Houston-based Powers Brown Architecture designed the plans for the building. Re/Max Inner Loop is handling the sales for the project, which are expected to begin in February.

Exclusive: Downtown Aquarium to expand

The Downtown Aquarium is set to expand by the end of 2017.

Houston-based Landry's Inc. previously redeveloped Fire Station No. 1 and the Central Waterworks Building into a six-acre restaurant and aquarium with rides and amusements. Now, the company told HBJ its expanding to an adjacent half-acre lot across Preston Street.

Cantwell said Landry's is currently in talks to shut down the portion of Preston Street near the project for part of the day. The Metropolitan Transit Authority of Harris County runs its Metro buses heavily through Preston in the morning, Cantwell said, and so the company is in talks with the city to shut the street to the public after the morning rush and before the Downtown Aquarium opens.

UT System announces major Houston expansion

The University of Texas System announced on Nov. 5 a comprehensive strategic plan full of "quantum leaps," including a major expansion in Houston.

One day earlier, the system’s board of regents approved the acquisition of more than 300 acres off Buffalo Point, about 3.5 miles from the Texas Medical Center. Although specific plans for the land have not yet been decided, Chancellor William McRaven called it a game changer for Houston, the UT System and the state of Texas.

“This will not be a University of Texas at Houston. Rather, it will be an ‘intellectual hub’ for UT — an opportunity for all our campuses to take advantage of the Houston professionals in the fields of medicine, energy, engineering, business, aerospace, health care and the arts,” McRaven said in prepared remarks to the board of regents on Nov. 5.

Early next year, McRaven will convene a task force of civic leaders, legislators, academic and health presidents, faculty, students and regents, along with other constituents, to begin the planning process for the property.

That UT campus has been described as a (what's the most overused catch-phrase on the planet at the moment?) "game-changer". It certainly is a welcome development, with oil at a lull. Pairing that with the medical center development should help Houston attract the tech firms and their associated high-value jobs. As long as the HERO defeat doesn't drive them away.

Main Street preps for another Super Bowl close-up

The sports fans are coming, so it must be time to spruce up Main Street.

The Downtown Redevelopment Authority on Tuesday announced a $12.1 million capital-improvement plan for Main Street that includes new landscaping and lighting, plus a series of vibrant art installations along a 19-block stretch that's experiencing an ongoing transformation. The group says the upgrades largely will be completed in time for the NCAA Final Four tournament next spring and the Super Bowl in 2017, which are expected to put Houston back in the "national and international spotlight."


The last big Main Street makeover was spurred by the 2004 Super Bowl, which Houston also hosted.

I was thinking double helix DNA strands for the crosswalks like in the rendering but 6 single RNA strand towers instead of those mid rises, and a small park with a cardiovascular pump waterfall at the end of the double helix DNA pathway.

Upscale senior living community breaks ground on expansion

A high-end senior living facility along Woodway Drive broke ground Nov. 9 on a major expansion project valued at $72 million.

The project will add 183 units and space for 200 more residents to the campus, known as The Buckingham, on a recently acquired six-acre plot of land. The expansion is slated to be completed in 2017 and will create 80 new jobs.

I see some activity next door to Hanover residential tower in Blvd Place. Construction crew has been parking there and maybe they are doing soil testing? I believe the plan is to have a hotel/residential high rise on that spot.

University of St. Thomas breaks ground on new Center for Science and Health Professions

The University of St. Thomas in Houston’s Montrose area held a groundbreaking ceremony for its new Center for Science and Health Professions building on Nov. 12.
The four-story, 103,000-square-foot facility will include research lab space, classrooms, gathering/study spaces and computer labs. Construction is expected to be complete in the summer of 2017.

Located a block from the University of Houston campus, this 147 bed project has the scale of a boutique hotel. Sharing amenities with the adjacent project allowed freedom in the design. The Annex makes use of the small footprint by stacking three stories of wood frame over two stories of parking. Unit types include efficiency and micro units to maximize the use of the space with convertible furniture - beds fold up behind the sofa and movable partitions allow students greater flexibility with the space.

It looks like Houston always have a lot of construction going on. I watch a few office tower being built in the late 70s and early 80s.

When you fly into Houston it looks like 7 different cities.

Galleria office site snapped up for future development

A Houston real estate company developing a 40-story residential building downtown has purchased a 3-acre site near the Galleria for what could be another luxury tower down the road.

An affiliate associated with BMS Management and Woodbranch Investments acquired 4600 Post Oak Place early this year for an undisclosed amount.

The inner-loop site between Post Oak Boulevard and San Felipe houses a three-story office building constructed in the 1970s. The property is in an area rife with new development, including a Gables apartment complex and an office building under development for Amegy Bank.

A new building could be residential or office, but there are no immediate development plans.

"It's not the right time," said Philip Schneidau, president of BMS Management.

New mixed-use project slated for The Woodlands

Houston-based Wulfe & Co. will soon develop a more than 40,500-square-foot mixed-use space in The Woodlands, at the entrance of the East Shore neighborhood.

Located at the northwest corner of Grogan's Mill Road near the intersection of Woodlands Parkway, the two-story development will be known as East Shore Place. It will include more than 17,000 square feet of space for retail on the first level and 23,000 square feet for Class A office space on the second level.

The center will also include a four-story parking garage and space for a two-story restaurant, according to plans released by Wulfe & Co. Currently, 18,280 square feet are available for lease.

Construction on the development is slated to begin on the project in early 2016, the Houston Chronicle reports.

A different developer now has control of the site in front of The Cosmoplation. Dinserstein plans to build a residential high-rise here with 30,000 square feet of retail.

Baylor-St. Luke's plans to move forward with new patient tower at McNair Campus

Baylor College of Medicine and CHI St. Luke's Health have plans to move forward on a second patient tower at their Baylor St. Luke's McNair Campus near the Texas Medical Center.

The organization is moving forward with the design and planning for the second tower, with more information to be released in December, according to CHI St. Luke's spokeswoman Ty Morrison. Plans for a second patient tower were first announced in October 2014. There are also conversations around adding a second office building to the campus.

The McNair Campus is a long-term project between the two organizations following Colorado-based Catholic Health Initiatives' purchase of St. Luke's Health. The hospital initially opened in January and will continue to open in phases over the next several years until 2018, when the hospital is expected to be completed.

The hospital currently is expected to be 1.2 million square feet, including clinician space, offices and 25 operating rooms. The current patient tower will have 250 beds when it is completed, the Houston Business Journal previously reported. The entire hospital will feature 550 beds when completed.

Westheimer Office to Be Redevloped

Yesterday, OrangeStone Capital closed on 8989 Westheimer. Go say your goodbyes to the building; partner Hussain Nathoo tells us it plans to redevelop it within the year.

Hussain tells us all sorts of uses would work on the three-acre site, and his team hasn't decided what it wants to put there. It'll be deciding quickly, since it aims to begin redevelopment by the end of 2016. The acquisition was a bit challenging, Hussain tells us, because OrangeStone was dealing with a bankrupt entity that had timing constraints. The team was able to close within 60 days with debt provided by Benchmark Bank's Jason Beene. The deal is sort of history repeating itself—OrangeStone closed two Houston office acquisitions in November and December last year, including the adjacent 9099 Westheimer.

Thought this was fascinating to read, I couldn't locate a Transportation thread so I assumed this was proper here, high speed rail is always a fantastic addition to any large city, especially when it connects to large major cities with massive economic power.

Art studios made from shipping containers coming to Houston's Fifth Ward

With that waiting list showing a high demand for studio space for artists, Alison and her husband, Preston, decided to undergo a new type of project for Houston — art studio space made from shipping containers.

"Houston really has a rich arts community, and this is really building on that," Alison said.

Dubbed "The Railyard" due to its proximity to rail lines, the studios will be located near Interstate 10 off Interstate 59, close to Saint Arnold Brewing Co. The Alisons will be working with Houston-based Numen Development, which specializes in shipping container design, on the Railyard.

The half-acre development will include four structures, with each structure including nine shipping containers stacked in a cube. There will be three studios in each, for a total of 12 studios available. Alison said there's already an informal waiting list of artists looking to move in.

The project will be completed in phases; the first structure of three studios is expected to be complete next summer.

Alison said the studios are filling a need that is only increasing as artists around the country become more familiar with Houston as a city that is friendly to artists.

"If you’re in a major art city and you have good studios and a vibrant art community, then artists will move here from other cities," Alison said. "I believe that if you provide it, they will come.

Project on Dunlavy may finally be ready to start taking shape

In 2007, longtime urbanites said goodbye to the Allen House Apartments, a decades-old complex along Dunlavy just south of Allen Parkway. The multiblock property was a Houston institution, housing hundreds of college students, senior citizens and professionals behind brick walls and wrought-iron balconies that gave it a decidedly New Orleans feel.

The demolition of most of the units there - while marking the end of an era and eliminating scores of reasonably priced inner-city apartments - was done to make way for a more modern development covering 24 acres of prime property. The land has sat mostly dormant during the years following the initial announcement, but several new signs point to a coming revival of the project, Regent Square.

"They're ready to go," Howard said, explaining how the project had been shelved during the recession. He showed off booklets the developer had passed along containing renderings and site maps. It was dated Nov. 16, 2015.

Howard told the group, which was meeting in the library of Carnegie Vanguard High School in the Montrose area, that the project would contain 400,000 square feet of shops and restaurants, 240,000 square feet of office space, 950 multifamily units and 4,200 parking spaces.

Plans for an Alamo Drafthouse Cinema, an entertainment concept that combines a movie theater and dining, in Regent Square are still in the works, as well.

Next phase of BLVD Place in the works

Plans are in place to kick off Phase 3 of BLVD Place.

The first two phases of BLVD Place, a 284,000-square-foot development by Wulfe & Co. that includes big-name restaurants, retail and office space, have been quite a success, said Ed Wulfe, CEO of Wulfe & Co.

Wulfe said he plans to build on that success with Phase 3 of the development, which he hopes to kick off next year.

"We will expand more of the same concept across the way from Phase 2," Wulfe said, explaining that the space behind the existing building on Post Oak Lane will be where the next phase rises. Phase 3 and Phase 2 of the project would share parking garage.

"It will be two levels of retail and four levels of office, same as Phase 2." Wulfe said.

Exclusive: Major multifamily developer under contract to buy land in the Galleria area

The Hanover Co. is under contract to buy land in the Galleria area, possibly for a new luxury apartment project.

The Houston-based multifamily developer plans to purchase a parcel of land just south of its Hanover Post Oak luxury apartment tower off South Post Oak Lane. The deal is expected to close by mid-January.

The closing date for the Hanover River Oaks site was delayed. Hanover has a number of projects on tap for Houston.

Hanover could break ground on another apartment complex here this year.

Hanover is considering starting construction on another development this year, and Brandt says it expects to do about three more in 2016 and 2017.

Abandoned downtown building to see new life as luxury hotel

Construction is just beginning on the restoration of the old Melrose Building at 1121 Walker. The property is being redeveloped into a Le Meridien, originally a high-end European chain now owned by Starwood Hotels & Resorts.

The 21-story building was constructed in 1952 and was recently listed on the National Register of Historic Places. The interior will be gutted, while the façade will be made to look as it did years ago.

The hotel is expected to have 255 rooms, 8,000 square feet of meeting space, a rooftop pool and a ground-floor restaurant and bar.

The downtown site is small, and all parking will be off-site and handled through a valet. The hotel is expected to open in April 2017.

New park expected to attract bike riders from around the world

Houston already has the largest skatepark in North America. With a groundbreaking Tuesday for a nearby bike park, the city could become an even bigger magnet for extreme sports.

The North Houston Bike Park will be a 20-acre facility at Kuykendahl and Rankin, designed with input from BMX riders. Adjacent to Dylan Park and North Houston Skate Park, the bike park will feature a BMX-sanctioned race track, BMX freestyle amenities and street courses, along with community and events centers.

The park will also include bike trails and connect to the Greens Bayou bike trail for mountain biking and more recreational biking.

Mayor Annise Parker and the Greenspoint Redevelopment Authority, which oversees the area's Tax Increment Reinvestment Zone, are hosting the groundbreaking ceremony for the park Tuesday morning. The park is expected to cost between $13 and $14 million, and construction is expected to be completed around fall 2017.

For whatever reason, Greenspoint TIRZ in north Houston, took it upon itself to build and target extreme sports with a big chunk of land. It paid off with the skate park and hopefully this will draw more folks in.

Old downtown building sold and demolished with new hotel in mind

A historic brick building downtown that housed a dry goods retailer for decades before being sold to Harris County traded hands recently, and was just demolished.

The 20,000-square feet of land that housed the Hogan-Allnoch Building is likely to become the site of a boutique hotel.

"We're visiting with several brands, exploring concepts and visiting with our architects to see what we can do there," said Nick Massad Jr., president and CEO of Houston-based American Liberty Hospitality, which owns other downtown hotels and has construction underway on another property nearby.

He said the hotel could perhaps have a restaurant and small deli/grocery on the first floor. It could be a couple of years before construction starts. Until then, the site may be used for parking.

New office building, parking garage to be constructed

Construction will begin soon on a new office building and parking garage south of Allen Center.

The six-story, 66,710-gross-square-foot office building will house up to 295 work spaces, depending on office layouts. The design calls for terra-cotta fins on the exterior of the building’s concrete frame to control the amount of natural light into offices. The building will be located parallel to the road that connects Entrance 3 to College Way/Loop Road.

The east side of the office building will attach to a seven-level, 159,500-gross-square-foot parking garage. The garage will accommodate 496 parking spaces – a net gain of 382 spaces after accounting for current parking spaces in Lovett Lot that will be overtaken by the office building and garage. Fig leaf images will be displayed on huge plastic scrims that will attach to the sides of the garage.

Starting Dec. 21, parking will no longer be permitted in the Lovett Lot south of Allen Center and the Cohen House. Entrance 3 to the campus at the intersection of Main and Cambridge streets will also be closed. The road between Entrance 3 and College Way will be closed too, except to emergency vehicles.

Jones said the garage is expected to be completed by the beginning of summer 2017; the office building should be completed by the end of summer 2017. During the construction phase, employees who have been parking in the south Lovett Lot will park in other campus lots through arrangements made by the Parking Office.

Kieran Timberlake is the architect for the project; J.E. Dunn is the general contractor.

I thought he was asking how he knows this because he worked or inspected the building or i.e. he just looked at it with x-ray vision and he could see that the main support beams are rusted?

What a shame. I am glad we preserve these structures in LA even when they need a lot of structural work. Now that spot is going to sit as a parking lot for at least 2 years.

"The problem with the [Hogan-Allnoch] building is that the brick is load-bearing brick," Ellwood says. "Unfortunately, with the settling of the earth, the building basically has been compromised. There are pretty substantial cracks going all the way from the bottom to the top."

Midtown Men's Center rebrands and rebuilds

The Men's Center, a 65-year-old Houston recovery organization for alcoholics and drug users, is rebuilding its Midtown campus, rebranding and opening its doors to women.

Demolition will begin today on the group's existing buildings along Main Street for a new facility to be developed at 3809 Main. The planned five-story, 50,000-square-foot building is scheduled to open in spring 2017.

The nonprofit, now known as "Recenter," provides recovery programs, housing, meals and job assistance to help those recovering from drug and alcohol abuse. It's programs are based on the 12-step model of Alcoholics Anonymous.

Unfortunately, the cost of making the building structurally sound was estimated to be much more than the replacement value of the structure. When a masonry-supported building has severe structural problems, not much can be done about it. It was bound for the wrecking ball.

Sad, yes. Inevitable, also yes.

Owner of River Oaks Shopping Center plans further redevelopment

The owner of the River Oaks Shopping Center is planning big changes to its West Gray retail property that houses more than 75 national and local retailers and restaurants, including a two-story Barnes & Noble and the River Oaks Theatre.

In a statement released Tuesday morning, Houston-based Weingarten Realty Investors said it is "evaluating several opportunities" to add residential units, additional retail and parking to the north side of the property between McDuffie and Driscoll streets. The 320,000-square-foot center spans both sides of West Gray east of Shepherd Drive. The company said it also wants to improve pedestrian walkability of the center and its public spaces.

"As an owner of shopping centers across the nation, we are always exploring opportunities to add value to all of our properties and River Oaks Shopping Center has tremendous opportunity," Gerald Crump, Weingarten's senior vice president of leasing, said in the statement. "Given our local roots in Houston, we are focused on the community needs while ensuring the long term viability of the shopping center."

Several years ago, the owner redeveloped the northwest portion of the 320,000-square-foot property. The company called the new plan "very preliminary."

Stacking the residential on top of the existing retail will be interesting from an engineering standpoint, unless they intend to tear down and rebuild. I'm not sure the market is ripe for new residential yet.
