Houston-based Hines announced April 4 it broke ground on the towering 46-story apartment high-rise known as The Preston downtown.

The luxury apartments will be where the old Houston Chronicle parking garage was, at the corner of Preston and Milam, and about a block from the newspaper’s old headquarters, where Hines and Ivanhoe Cambridge are developing the 47-story Texas Tower.

The site is located within an Opportunity Zone. The greater Houston area counts 148 zones, with 105 in Harris County alone.

Hines is developing The Preston with the Cresset-Diversified QOZ Fund, a fund started by Cresset Partners and Diversified Real Estate Capital in 2018 to invest in qualified Opportunity Zones around the country.

The Opportunity Zone Act, part of the 2017 tax changes, lets property investors create "Qualified Opportunity Zone Funds" that can be used to reinvest proceeds from the sale of long-held properties back into Opportunity Zones. Landlords are eligible for tax breaks if they reinvest at least 90 percent of the gains from those sales back into the federally approved Opportunity Zones, according to a report by the American City Business Journals, the Houston Business Journal’s parent company. New rules related to Opportunity Zone investments haven't yet been released.

Unlike prior community-investment programs, the new law doesn't require property investors to meet specific job-creation or affordability mandates.

The Preston will be Hines’ most impressive residential community to date, Kevin Batchelor, senior managing director, said in a statement. The 373-unit project will also be the tallest apartment building downtown, the statement read.

Retail and restaurant space will take up about 6,800 square feet of The Preston's ground floor. The project should be complete by the third quarter of 2022.

Office Tower Planned on Katy Freeway

HOUSTON – (Realty News Report) – A 13-story office tower is being planned by the Crown Castle company on the Katy Freeway, according to a document filed with the Texas Department of Licensing and Regulation.

The 420,000-SF tower is being designed by the Kirsksey architecture firm.

The building, which has an estimated construction cost of $55 million, will break ground in August and be completed in early 2021.

The project will be located on a 4.2-acre site on the north side of the Katy Freeway, not far from the Ikea store. The property is east of Chimney Rock and west of Antoine Drive.

Crown Castle, a major cell phone tower company, current has its offices at 1220 Augusta Drive on the western edge of the Galleria area.

The new podium-style building will have office space above a parking garage.

Positive news for Chevron's proposed downtown Tower?

Chevron to acquire major Houston-area upstream energy co. for $33B (httphttps://www.bizjournals.com/houston/news/2019/04/12/chevron-to-acquire-major-houston-area-upstream.html)

California-based Chevron Corp., which already has thousands of employees in Houston, will acquire Anadarko Petroleum Corp., one of the largest energy companies in Houston, in a stock-and-cash deal worth $33 billion.

Additionally, Chevron plans to divest billions of dollars' worth of assets in the near future and increase its share repurchase program.

The deal, which has a total enterprise value of $50 billion, is expected to close in the second half of 2019. Joe Geagea, executive vice president of technology, products and services for Chevron, and Bob Gwin, who was promoted to president of Anadarko late last year, will lead the integration team, according to an FAQ sheet for Chevron employees.

The company still owns the site where the third tower is planned, and two catty corner blocks on Milam.

New Hope Housing Puts Second Ward Affordable Housing Project on Drawing Board (https://www.virtualbx.com/construction-preview/houston-new-hope-housing-puts-second-ward-affordable-housing-project-on-drawing-board/)

New Hope Housing is planning a multi-story, 100-unit affordable housing project on a one block tract it has under contract in east Houston’s Second Ward.

The project site is roughly two blocks south of the Turkey Bend of the Buffalo Bayou and bounded by Avenues J and I to the north and south, and Engel and Edgewood streets. The project address is 5220 Avenue J and the project name is New Hope Housing Ave J.

The proposed development will come before the Planning Commission Thursday on a request for off-street parking. By city ordinance, 137 spaces are required for a 100-unit development and New Hope wants to reduce that to 127 spaces. The rationale for reduced parking is that the qualifying low income tenants would not be able to afford more than one vehicle per unit.

New Hope claims its tenants generally don’t have the resources to own a vehicle and in the alternative they tend to make more use of biking or public transit. The developer proposed to include 15 bicycle racks (60 bicycle spaces) to replace the 10-vehicle space deficit.

Avenue J is located less than two-tenths of a mile from major METRO bus routes along both Canal Street and Navigation. It is less than a half mile from the METRO light rail.

The proposed structure will have a gross area of 84,300 square feet and stand five stories in height on a city block that has a total area of 1.376 acres. Half of its apartments will be one-bedroom units and the other half will be two-bedroom units. A parking garage will occupy the ground level, sharing space at ground level with a small entryway lobby and lease office.

“Four stories of residential units are planned above the single floor garage, with indoor and outdoor common use areas for the residents on the elevated level one,” New Hope said.

What Downtown Houston’s next park will look like

Like a lizard whose skin is slowly but surely transforming, downtown continues to go from gray to green. At least in spots.

The Downtown Redevelopment Authority has released design schematics for its next public greenspace project, which is squeezed into an L-shaped acre or so at 1500 Fannin.

Designed by Lauren Griffith Associates — the landscape design talents behind Discovery Green, Market Square Park, Sesquicentennial Park and other high-profile public spaces — the Southern Downtown Park project will help define what has long been a sea of parking lots as a neighborhood with a nice backyard.

A “rotating gateway art installation” is proposed near the corner of Fannin and Bell, where there also will be seating, bike racks and a bike repair station. The dog runs will occupy the park’s southern edge, along with a water feature and a vine-covered trellis with seating.

The park’s most prominent feature will be its 2,400-square foot fast-casual restaurant, which curves gently and organically around a large, central lawn flanked by trees and shade gardens. A lacy “roof monitor” atop the building will help fill the cafe with sunlight and shadow during the day and glow like a lantern at night. Walls around the edges will be raised and lowered for special events or climate control, and the eastern wall will double as a screen for outdoor films.

The authority expects to name a cafe operator by July. Construction of the park is slated for a March start and will take about a year to complete.

Texas Medical Center reveals new details and renderings for its TMC3 campus

The Texas Medical Center just announced the dream team of architects and designers that are making TMC3 into a reality.

Elkus Manfredi Architects, Transwestern, and Vaughn Construction are the three companies that will serve as the architectural and development team for the 37-acre research campus. TMC3's founding institutions — TMC, Baylor College of Medicine, Texas A&M University Health Science Center, The University of Texas Health Science Center at Houston, and The University of Texas MD Anderson Cancer Center — decided on the three entities.

"Texas Medical Center is eager to move forward with a bold, imaginative and dynamic new design vision for the TMC3 Master Plan," says TMC CEO and president, Bill McKeon, in a press release. "With the combined talents of Elkus Manfredi Architects, Transwestern, and Vaughn Construction on-board, I couldn't be more confident that this dream team will flawlessly execute the totality of the project's vision and fulfill its mission to bring together leading researchers and top-tiered expertise from the private sector to create the number one biotechnology and bioscience innovation center in the entire world."

TMC3 was first announced just over a year ago and is planned to open in 2022. The campus will incorporate research facilities, retail space, residential plans, a hotel and conference center, and green space. Parking will be underground to optimize surface area.

Standing out amongst the surrounding buildings, Bristol Cove is ideally located next to a park shared with a neighboring condo tower. With Bristol Cove making a statement through its exterior panelization, the building provides a renewed sense of materiality by eschewing the traditional brick and stucco palette typically utilized in the region.

Set to be completed in early 2021, Bristol Cove provides terrific views to the city – particularly from the west – with units featuring floor-to-ceiling glass and open-air balconies, in addition to an area for a fully-functional outdoor space. An ample amount of amenities including a ride share lounge, car charging station, five levels of parking, dog wash, lap pool, and indoor spa and sauna round out Bristol Cove’s tenant program capable of resonating with Houston’s diverse set of demographics and tastes.

Watermark Retirement Communities recently mailed a selective announcement to property owners in the area of a proposed 20 story, 62-year and older luxury community along with a marketing survey and invitation to a focus group study. The proposed site is owned by WMJK Ltd. The THA Board is still trying to gather information and understand if any alternative options might be available, such as potentially raising capital for private purchase of the property and converting it to a green space. It appears Watermark is currently in the due diligence and marketing phase for this development. Further communication will be forwarded as facts are obtained. The multifamily arm of homebuilding giant Lennar Corp. has purchased a two-acre site just inside the West Loop off San Felipe, records filed with Harris County show.

Lennar affiliate LMC Westcreek Holdings acquired the parcel at the corner of Westcreek and San Felipe from Westcreek HTX Real Estate Partners. The purchase price was not disclosed, but the county appraised the parcel for about $9 million.

The site is across from the Arabella condominium tower and near other new high-rise condo and apartment buildings that have gone up since the adjacent River Oaks District was developed.

Really old. The spot labeled "River Oaks District" has long since been redeveloped and there are three high rises at various states of completion along the series of plots bordering the Target (lower left). Even BBVA Compass on Post Oak isn't there and that's about a 10 year old building.

A massive development located just steps from Buffalo Bayou has taken another step towards completion. Retail leasing has opened for the second phase of Regent Square, a new, mixed-use sprawling complex that will span 24 acres along W. Dallas Street — between historic College Memorial Park Cemetery and Waugh Drive.

A brainchild of GID Development Group, the district’s first phase, The Sovereign at Regent Square, is a 21-story residential tower that was completed in 2015. The second phase, located at W. Dallas and Dunlavy streets, will occupy approximately eight acres and feature a 600-unit multi-family project and 50,000 square feet of street level retail, according to a release. It promises to be a bustling gathering area for Inner Loop dwellers and guests.

The retail setting will circle a central plaza — designed by Houston-based OJB Landscape Architecture — encompassing two green spaces, a signature water feature, and a pedestrian promenade. Groundbreaking is anticipated in fall 2019.

Designed by CBT, an award-winning Boston-based architectural firm, Phase 2 was conceived as a “thoughtfully scaled and site-specific, three-dimensional piece of architecture” that will allow residents and visitors to relate to and engage with the curated and programmed urban environment, according to a statement.

“Our goal for Regent Square is the creation of an exemplary, urban mixed-use district in the heart of Houston,” said James Linsley, president of the GID Development Group, in a statement. “Phase 2, the core of the masterplan, is poised to establish the project as a dynamic, walkable place as it weaves high quality restaurants, retail and residential into the fabric of the surrounding neighborhoods.”

Even though the original versions of both of the Allen Parkway projects above have been ..distilled down, shall we say.. I would rather have these two projects be built than more aspirational projects that make it no further than the drawing boards.

As more proposals come out, I am beginning to envision a future corridor of high-rise and dense mid-rise development along Allen Parkway extending out from the downtown skyline and along the Bayou. The growth of Houston's core districts between Downtown and Uptown is beginning to take a form similar to the chunk of Los Angeles between Downtown LA and Century City, or Manhattan between Midtown and the Financial District, but turned 90 degrees. You could further extend that to the Medical Center and chart a triangle. The greater central Houston taking form as the city grows and emerges on the world stage. It's so cool to watch happening, tbh. :tup:

While a lot has been made of the proximity of La Colombe d'Or and 1660 Post Oak and their respective neighbors, this seems a better example of " too close for comfort." Would HCAD assess condo units on one side of this building vs. the other differently, all other things being equal?

The owner of Zadok Jewelers, a decades-old family-owned business in the Galleria area, is redeveloping a prime site on Post Oak Boulevard as a mixed-use project that will house its new store, two restaurants and upscale office space.

The Zadok family purchased the 1.65-acre property in 2012 from developer Gerald Hines, who built a retail center there in 1971 called Post Oak Row. The 23,000-square-foot strip center at 1801 Post Oak Blvd. was the former home of Tony's, one of Houston's oldest restaurants and one of the top-rated in the city. Tony's moved to a new building in Greenway Plaza in 2005.

Construction will start in August on a five-story, 112,000-square-foot building designed by Austin-based Michael Hsu Office of Architecture, the Zadoks announced Wednesday. The building is expected to be completed in the fourth quarter of 2020.

Construction recently started at Lower Heights District, a 24-acre site a mile west of downtown, just south of Interstate 10 between Sawyer and Studemont, a burgeoning neighborhood of upscale restaurants, art studios and shops.

While the first phase of the project — a 370-unit apartment complex and 78,000 square feet of retail and restaurant space — is under construction, plans are in the works for a cinema and dining concept, office buildings and more apartments and shops, according to Gulf Coast Commercial Group, the Houston developer that bought the site in 2015 for $40 million.

...Lower Heights District, designed by Gensler, is also designed to be open and walkable, with small plazas and green spaces. Diners will spill onto outdoor restaurant patios and the project, near the hike and bike trail, will cater to trail users as well as nearby residents, the developer said.

Gulf Coast said there are plans to develop a 120,000-square-foot office building constructed with cross-laminated timber wood panels made from several layers of lumber glued and stacked that is said to be an environmentally friendly construction material.

...Total Wine and Ulta Beauty have finalized leases for the retail space underway, but the developer would not reveal names of the other tenants it is talking to.

Not to mention, when the hell did 59N get redone, it looks nice up there. I usually never venture east of I45.

It's so strange how behind the trees up 1314 and the GP there are miles and miles of trailer slums. These poor areas don't have municipal services and look dirty. Unlike the original section of Kingwood which preserved the trees and was neatly planned, the current McMansion and cheapo 'starter home' growth doesn't. Something about this place just makes me sour. It's still white trash here too. Last month some guy shot his girlfriend in my apartment complex and I see police cars with flashing lights at night way too often.

Some tilt-wall office buildings(do you believe that rendering?) won't add anything to the area. There won't be enough jobs or residents to support ground floor retail or things like that. The area doesn't have the population or demographics to fill out the existing Valley Ranch shopping center as it is, which already lost a couple stores that had barely opened.

Oil is going to stay too cheap for stuff like this and Generation Park, IMO. Typical Houston.

It's not so strange considering a lot of Houston is extremely poor, like old south poor. N/NE Houston definitely reminds of East Texas poverty (tall pine trees and white trash-ish) as I've been through some of those areas off the freeway throughout my life in Houston.

I was more commenting on my drive and time up in NE Houston, Kingwood area most specifically, and how much it has changed/matured. I don't believe the actual project will look anything like those renderings but the "New Caney" area resembles what Rosenberg/Richmond (far SW Houston) looked like 10-20 years before it grew rapidly. Kingwood has definitely aged well in my opinion.

What part of town do you live? Valley Ranch right now has the same crappy stores and restaurants you can find in nearby Humble and that is on the way home (from town) for most people in the area. Plus Porter and New Caney are straight out of deliverance. Ever been to that Walmart? Truck nuts and meth. If they were to develop that area as shown in that post, that would be something but no one is going to go out of there way for a Hobby Lobby.

Here in Kingwood, I think a lot of people here are jonesing for a cool place nearby that isn't the Woodlands or town. They just don't want it in Kingwood.

Insperity kicks off construction at Kingwood campus

Kingwood-based human resources service provider Insperity Inc. (NYSE: NSP) has broken ground on what will be the fifth multistory office building at its corporate campus.

When finished, the new building will stand at 10 stories and will have 270,000 square feet of Class A office space. It will also have an adjoining six-level parking garage. The new building will incorporate the look of the existing buildings on Insperity’s campus and will be designed to accommodate about 1,000 employees, Insperity said in a news release. Construction by D.E. Harvey Builders will begin this month and is expected to be complete in 2020. An Insperity spokeswoman was not immediately available for comment.

“As one of the area’s largest employers, this corporate expansion represents the tremendous success and growth that we have experienced during 33 years of business,” said Paul Sarvadi, Insperity chairman and CEO.

The new building will be located near the southeast corner of I-69 and Kingwood Drive.

The Charleston, S.C., developer, which is partnering with J.P. Morgan Asset Management on the project, has started construction on what will be an 11-story, 315-unit apartment building called The Byrdie.

"The community is being designed with sustainable products and will complement the surrounding neighborhood and pedestrian friendly location," Trent Conner, managing director of development for Greystar, said in an announcement.

The building will include one-, two- and three-bedroom floor plans, along with penthouse units.

Interior finishes will include stainless steel appliances, gas ranges, stone countertops and wood flooring throughout. Penthouse units will have Subzero and Wolf appliances.

Among the amenities will be a top-floor lounge that will have views of River Oaks and downtown, Greystar said. The building will also offer valet and concierge services.

The project is going up on the southwest corner of Westcott and Arnot streets, just east of Memorial Park. Harris County Appraisal District appraised the nearly three-acre parcel at $6.3 million.

The new building is expected to open by early 2021.

Builders permitted 20,012 units in Houston over the 12-month period, tripling the year-ago pace, according to a report from RealPage, a real estate data firm.

The boost in activity lifted Houston's ranking one spot from the 12-month period ending in March. Houston displaced Dallas, which moved to the No. 3 spot. New York ranked No. 1.

Major makeover: In other island luxury apartment news, crews are expected to begin demolition work in the 12-story United States National Bank Building, 2201 Market St. downtown, as part of a $14.9 million renovation that will yield 64 luxury apartments.

Along with high-end apartments, developer Hadar Goldman plans to add a rooftop event center with a bar and pool, along with a street-level spa, wellness center and yoga studio. Previous street-level tenants already have moved.

The building would offer all the modern amenities, while respecting Galveston history and tradition, Goldman said. Frost Bank will continue to lease the second and third floors of the building, while Kempner Capital Management will remain on the 12th floor, Goldman said. Principals of Kempner Capital Management have a long history with the building, inspiring Goldman to allow the firm a lease for as long as it wants one, he said.

Former Houston Rockets player Hakeem Olajuwon and local real estate investor John Ballis have sold a 4.64-acre site near the Texas Medical Center to a local developer, according to a press release from Houston-based Transwestern.

Transwestern Commercial Services has been hired to advise the new owner on its plans to develop a mixed-use project at the site, 1990 Old Spanish Trail, per the release. TCS Vice President Robby Winston is providing advisory services for the new owner, an entity called Americus OST LLC. Houston developer Andrew Schatte is the principal of Americus OST.

John Ballis Jr. represented both the buyer and the seller in the land deal, which closed in March, according to Harris County records.

“The new owner is looking to create a mixed-use development that would complement the highly respected health care, educational and research institutions that are adjacent to the site,” Winston said in the release. “As one of the last undeveloped parcels in the Texas Medical Center, this site presents the unique opportunity to bring additional supportive capacity to this rapidly growing innovation district. Our property will enhance those larger master plans taking shape.”

Seems more likely nowadays as mid-rises are being built higher than 4-stories and land prices going up.

2404 Navigation will target millennials who want to live in an urban environment while the East Bayou project will cater to a health and wellness lifestyle, Sloniger said. The projects are within a qualified opportunity zone. Marquette Cos. has partnered with an undisclosed opportunity zone fund for 2404 Navigation and plans to bring on an OZ fund for the East Bayou project as well. 2404 Navigation is a nine-story, 300-unit community that will feature convertibles and one-, two- and three-bedroom units averaging 850 SF and 18K SF of retail space for a restaurant and a café. On-site amenities will include a rooftop pool, a fitness center, a yoga studio, a tenant-only coworking space and a sky lounge with views of Downtown Houston. The site went under contract in February and will close at the end of construction, Sloniger said. The groundbreaking is expected in mid-August, and build-out will take 15 months. Marquette Cos. is bringing in Chicago-based Brininstool + Lynch as the architect to embrace a more urban design with an authentic vibe and use natural materials and finishings, Sloniger said. Houston-based Gin Design Group was tapped as the designer.

Overlooking Buffalo Bayou and the adjacent East River project, the second, nine-story mid-rise will feature 330 units averaging 920 SF, up to three-bedroom floor plans and 5K SF of retail. Construction is expected to start in January with a 15-month build-out.

A new high-end apartment complex will break ground in Katy this fall.

Encore Grand Crossing will be located at the northwest corner of West Fernhurst and Western Center Drive near Grand Parkway and I-10, said Charlie Keels, the president of Dallas-based Encore Multi-Family.

Encore bought the 6.87-acre site from Dallas-based Trammel Crow Commercial on May 15, said Tom Dosch, the principal of Dosch Marshall Real Estate, which represented the seller in the deal, in an email. Austin-based Oden Hughes will oversee construction.

Details regarding financing and representation were not disclosed since they are not yet finalized, Keels said.
The first units are expected to be completed by the third quarter of 2020, Encore Enterprises representatives said.

At 6,000 square feet, the four-story building with 240 units will include a game room, coffee bar and spa as well as business-oriented environments, such as a conference room and separate business center with individual workspaces, Keels said.

Other amenities in the community will include two dog parks, a 24-hour package system and an Uber lounge for resident pickups, he said.

Dallas-based JHP Architecture and Urban Design will oversee the building’s design. Details regarding financing and representation were not disclosed since they are not yet finalized, Keels said.

Real estate developer Texas Group is preparing to build a new mixed-use project on the site of one of Houston’s oldest businesses.
 
Texas Group Principal Danna Sivan said her firm is about three weeks away from closing on the property occupied by Southern Importers, which has provided theatrical supplies and costumes to the Houston community for the past 104 years. Southern Importers announced June 13 that it will cease operating from its shop at 4825 San Jacinto St. in Houston’s Museum District on June 29. The store is in the process of liquidating its inventory.

Sivan declined to comment on how much Texas Group is paying for the property or the cost of the mixed-used development. However, the Harris County Appraisal District has valued the land and the building at $1.7 million combined.

Sivan said the mixed-use project is still in the planning phase and that details about the mix of office, retail and multifamily residential space was not yet available. The firm is also in the process of hiring a team to handle general contracting, design and engineering for the project.

The property is being replatted, she said, “in order to tap into transit corridor ordinance benefits.”

Once those steps are completed, Sivan said Texas Group wants to break ground on the project as soon as possible.

“The Museum District is going through a transformation, and we are excited to partake in shaping the upcoming neighborhood,” Sivan said.

Houston-based American Liberty Hospitality is preparing to begin vertical construction on a dual-branded Holiday Inn Express/Staybridge Suites near Houston’s Galleria area.

The 14-story hotel will include 319 guest rooms, as well as a detached 110,326-square-foot parking garage, according to Houston-based Arch-Con Corp.'s website. Arch-Con is serving as generation contractor for the project, which is being built on a nearly 1.8-acre parcel at 2351 W. Loop S., just inside the 610 Loop between San Felipe Street and Westheimer Road. The hotel is expected to open during the winter of 2020, according to ALH’s website.

Almost four years after purchasing downtown Houston’s former Barbara Jordan Post Office, Lovett Commercial is finally ready to unveil formal plans for it.

The Houston-based developer has scheduled a groundbreaking ceremony for the project on June 27, according to a media alert. Formal plans and renderings will be released at that time, but the media alert confirms that the over 550,000-square-foot building will become a mixed-use development featuring "international cuisine, retail, art, music and innovation."

Jason Long, a partner in the New York office of international architecture firm OMA, and Houston-based Powers Brown Architecture are working on the project, per the media alert.

Has there been any recent news on the abandoned high rise hotel at the south (?) end of downtown? It may have been a Holiday Inn or something like that at one time.

It was put up for sale back in April of last year, nothing new since then.

BELLAIRE, Texas – (By Michelle Leigh Smith for Realty News Report) – A major development is being planned for the former Chevron property in Bellaire.

The 30-acre tract shines with potential with frontage on Loop 610. It’s just over a mile from the Galleria. And it’s near hundreds of million-dollar homes.
Investor Danny Sheena of SLS Properties recognized the potential and he purchased the property from Chevron last year.

His plan, as uncovered by Realty News Report, calls for a 300-unit mid-rise residential tower atop a new parking garage, a movie theater, a 145,000-SF mixed-use building with office space and several restaurant-suited pad sites near South Rice Avenue.

Bellaire’s Development Services Department received two requests from Sheena on behalf of SLS West Loop, LP last month for which the City leadership has stalled on several Freedom of Information Requests from reporters and residents. In mid-June, Realty News Report obtained copies of the requests.

Sheena will ask Bellaire’s Planning & Zoning Commission for approval of a proposed zoning change and a recommendation to City Council for a Planned Development-Multi Family project that he envisions as a destination mixed-use development.

His submittal also outlines plans for four perimeter one-story buildings that could be used for retail or restaurants and a 145,000 SF three story “Interior” building for retail or restaurant/health/entertainment with third floor office space. Kirksey Architects is working on the plan.

Bellaire’s Planning and Zoning Commission public hearing is reviewing the plan. To move forward, the plans would require a green light from the Bellaire City Council as well.

It’s an ambitious plan by Sheena. A possible roadblock is the site is in the City of Bellaire, a municipality (population 18,000) with strict planning codes. The city’s Planning and Zoning Commission may thwart Sheena’s plan and extinguish his vision.
