N.Y.-N.J. Port Readies Refunding

Development at the WTC stalled in part because the Port Authority was late delivering sites for development to Silverstein Properties, and because the downturn in the economy made financing three towers more difficult. Silverstein leases the site from the Port Authority.

In December, the New York Liberty Development Corp. sold $2.59 billion of escrow bonds on behalf of Silverstein to develop the World Trade Center site. The bond proceeds were escrowed because the authority and Silverstein were still in talks about a revised development agreement and the authorization for the federal Liberty bond program expired on Dec. 31.

The bonds were issued as mandatory tender bonds that all can be called on Oct. 12, 2010. The tender would allow for the debt to be remarketed as variable or fixed bonds with proceeds used for construction or as new escrow bonds if necessary.

Congress created the Liberty bond program following the Sept. 11, 2001, terrorist attacks that destroyed the original World Trade Center. Liberty bonds are tax-exempt debt not subject to New York State’s private-activity bond volume cap.

Silverstein plans to use the Liberty Bonds to partially finance two towers. To use the bond proceeds, they have to be remarketed.

The authority and New York City have already agreed to lease 60% of Tower 4, which is already under construction and due to be completed in 2013.

Under last week’s tentative agreement, the Port Authority would agree to provide a lease on the currently unrented 40% of the tower that would serve as security on the remarketed Liberty bonds if Silverstein was unable to fully rent up the building.

Tower 3 would also use Liberty bond proceeds, but its construction would progress only if Silverstein met certain targets. New York City, the state, and the Port Authority would agree to act as a guarantors of the bonds for up to $390 million if Silverstein were unable to make debt service payments.

The city, state and authority would also contribute $210 million to the project. The city’s portion would be in the form of $130 million of forgiven payments in lieu of taxes that Silverstein would otherwise have to make.

Silverstein would be required to raise $300 million of private unsupported equity, pre-lease 400,000 square feet of the tower, and obtain private financing.

Neither the authority, which is building Tower 1, nor the city will sell bonds to support Silverstein’s towers, city and authority spokesman said.

Plans for Tower 2 would be put on hold.

The Port Authority still expects to use $701.6 million of Liberty bonds allocated to finance its tower, assuming Congress passes a retroactive extension of the bond program.

I can't wait to see the frame of this tower rising into the sky opposite the frame of the Freedom Tower. Two towers, at opposite ends of the site. While construction at the site, and on both towers has been ongoing for a long time now, it's that visual presence in the sky that most people will see and connect with. The stigma of a "ground zero" with little progress will be finally gone.

The complexity of erecting a tower at the World Trade Center (WTC) site is unparalleled in New York City. The substructure alone for both 1 WTC and 4 WTC required more than two years’ time to plant the towers’ footings on bedrock, then construct reinforced-steel levels as deep down as 85 feet -- all while coordinating infrastructure for extensive utilities; the rebuilt Cortlandt, Fulton, and Greenwich Streets; and the Vehicular Security Center (VSC).

Then there are things like discovering a million-year-old glacial formation in the heart of the construction site, as was the case at the Tower 4 site.

For Scott Thompson, Silverstein Properties’ project executive for Tower 4, no detail of building the 2.5 million-square-foot skyscraper goes unnoticed. A New York native, Mr. Thompson has been building towers in New York City and the region for more than 20 years. He joined the Silverstein team at the start of 4 WTC construction in 2008, and is now at the center of coordination to get the building to its ultimate height of 64 stories.

The tower reached grade at the end of 2009, and Mr. Thompson is now managing ongoing superstructure erection by contractor Tishman Construction. And while the outcome of WTC arbitration proceedings have yet to be finalized, his team continues to install the steel beams (horizontal members) and columns (vertical members) with the help of two tower cranes and an average of more than 125 daily construction workers and tradesmen.

We asked Mr. Thompson three questions about his work at 4 WTC, and some of the complexities it involves.

Steel superstructure is rising at 4 WTC -- what’s the process for procuring skyscraper steel?

Mr. Thompson: The process begins with the structural engineer for Tower 4, Leslie E. Robertson Associates (LERA), preparing a set of drawings that show the sizes of standard steel shapes required to hold up the building. Our general contractor, Tishman, takes these drawings and prepares a scope of work which was used to solicit bids from steel contractors. The entire project will have 26,000 tons of structural steel.

We have five shops across the east coast fabricating the structural steel for Tower 4. The steel used is among the largest pieces rolled in the country -- up to 65 feet long and 110 tons.

The steel contractor fabricates all of the steel on a floor-by-floor basis, typical in groupings of two floors, known as tiers. This is done because a typical steel column will extend across two floors. Once enough steel is fabricated, the steel is shipped to the site by truck, with each truck having a designated crane that will assemble its load of pieces.

Tower 4 has two tower cranes inside the building to erect the steel. We hired DCM Erectors to erect the tower’s steel, which rose above street level in December 2009.

Once the steel arrives to the site, ironworkers attach it to the crane’s hook by steel “choker” cables. Another group of ironworkers grab and guide the steel as it is lowered into place, securing it temporarily with a tapered drift pin shoved through the matching bolt holes of the pieces to be connected. The choker cables are then released and the process starts all over as the ironworkers fasten high-strength steel bolts into the bolt holes.

As there are no floors or walls installed yet to keep the steel from moving, large steel guide cables are secured from the columns to the floor below. These are released over the next week or two as bolts are tightened and welds are made between members. Corrugated metal deck is spread over the steel members and welded down. This deck serves as both formwork and reinforcing steel for the concrete slab to be poured. Once all of the connections are made and all of the deck is installed, the floor is then turned over to our concrete contractor, Roger & Sons, a few floors below the current working erection floor.

Construction of Tower 4 includes programs for the office building, retail, WTC Transportation Hub and Vehicular Security Center (VSC) -- what are some of the challenges you face?

This job poses very different challenges than I’ve faced before because it is a multi-stakeholder project. We not only have to coordinate base building mechanical systems for a massive project such at this, but also to work with the design teams for the hub, retail, and VSC on the four lower floors as well as up through the fourth floor above street level.

It makes it even more challenging when there are unknown elements to those projects that we have to take into consideration. Once their drawings are submitted, we have to facilitate their needs as best we can and have them comply with our schedule. We also have to coordinate, for example, openings and sleeves within the shear walls and slabs for each of the other stakeholders while working within a schedule.

Once we awarded the trades, we continually make them aware of the design documents for each system from each stakeholder. On this job, we had a room on the 10th floor of 7 WTC where we brought in the awarded contractors, starting with the ventilation system because they set the backgrounds first. Once the ductwork is set, the construction drawings are circulated from trade to trade, with each one putting the overlay of their work on them, distinguished by different colors by trade.

To manage the data for building Tower 4, we are using Building Information Modeling (BIM), which makes the process more efficient and easier to track. As the information is logged, we get to see a 3D model of what it will look like, allowing us to better coordinate among all the stakeholders.

What was the process for selecting the glass for Tower 4?

Maki & Associates, the architects for Tower 4, designed the tower façade to achieve a mat metallic quality with a luminous sheen that also changes with the light of day. In selecting the glass for the tower’s curtain wall, we looked for reflectivity and flatness to give a uniform exterior appearance. We also wanted the most transparent glass to accomplish Fumihiko Maki’s intention of “bringing the outside in.”

The curtain wall panels for Tower 4 are among the largest anywhere -- 10 feet wide by 12 feet wide at the podium level, and 5 feet wide by 13 feet high in the office tower. Each panel has three layers of glass with a built-in air pocket. In total, there will be 10,000 glass panels for the office tower and about 1,000 at the podium level.

Last spring, a mockup of the storefront for Tower 4’s office lobby façade was completed at the New Jersey headquarters of metal fabricator MetFab Metals. The mockup stood 50 feet tall by 20 feet wide. It was built-to-scale of the tower’s first three floors, and the entire process, including shop drawings, submission and approval process, and erection, took nine months to complete. It is unusual to build such a large mockup, but it was critical to the success of the project. We were able to examine closely the steel, glass, and mullions to ensure the curtain wall would achieve the visual effect we were aiming for.

Yeah, they're pretty much reviving the Mall at the World Trade Center. It's predecessor was on a much larger footprint than the one they're constructing now, so this mall will be double-leveled to make up for it.

Retail extending all the way from the Fulton Street Transit Center, through the Dey Street Underpass, Through the Transit Hub, through the mall itself, then through the East-West Connector inside 1WTC's base, and then all around in the World Financial Center. It's going to be the largest shopping district in Lower Manhattan!

There's more steel in place ofer at One World Trade Center. Tower 4 may top out faster, but it will not be taller.

If you watch the clip above, there's talk of temporarily "looking down" on the Freedom Tower. I'd have to see it to believe it.

One World Trade Center (WTC) is now rising above the 24th level, with concrete being poured daily to set each expansive floorplate. Across the site, 4 WTC steel columns are up to floor six, while the 80-foot-tall entrance lobby has taken shape along Church Street. These are the two skyscrapers, along with the eight-acre Memorial quadrant, that showcase the tremendous progress that’s been made at the WTC over the past year.

The two organizations building these mega structures sat side by side on April 12th to present updates to Community Board 1. Christopher Ward, executive director of the Port Authority, spoke first, stating that 1 WTC construction is gaining momentum.

Janno Lieber, Silverstein Properties’s (SPI) president of WTC development, shared his company’s updates with the board as well, stating, “We are going full steam ahead on Tower 4, and we are a lot further along than what is really understood.” He noted that nearly 600,000 square feet of substructure is already complete, eventually housing building mechanicals as well as several retail floors.

“We are on the cusp of creating the greatest mixed-use urban model that may exist in the United States,” said Lieber. “It is a one-of-a-kind community where first-class, green, high-tech office space lives alongside a great residential community, and they really feed each other. This is what we wanted to create. Obviously there were an enormous number of constraints, and that is what it took a long time to work through. But we think we’ve achieved the critical mass necessary to realize that vision.”

I have looked through the renderings, and it looks like the next level will be the end of the retail podium. Those two yellow beams are supposed to be for the elevator shaft(just like in any underground mall:P ). Steel is already up to the mechanical grates, but those could also be offices, i'm not sure.

I don't know about you guys but I am honostly about as excited to see this building go up as I am 1WTC. Until further notice it will be the 2nd tallest building in lower Manhatten and even by itself would dominate lower Manhatten if it were built first and not with 1WTC or later.

Agreed, although not so much for the height. I actually like the tower itself architecturally. 4WTC is simple but powerful, much the Original Twin Towers were. I think the glass is going to be insane too. I'm really excited for it, I think it's going to be very unique. :)

Don't worry about this one, it will impose itself over Church Street, a little closer to the masses who shop below it and almost as dominant as the Freedom Tower. It has a few years before tower 3 catches up and surpasses it in height.

Yes, it is open, but only the northbound platform. The rest of the station is scheduled to reopen on Sept. 11 2011. On another note, Courtlandt Street on the 1 line was the station beneath the WTC that was destroyed on 9/11. There are plans to reconstruct the station in the future once the site is built although its name may change.

I see that the 4 columns on each side of the tower are encased in concrete. Will they continue in this manner to the top of the tower, or will they just do this to the lower floors as some sort of blast protection? I've never seen it done before.

It's been years already since the area around the WTC (formerly ground zero) has looked like a ghost town. The streets have been pretty packed, especially considering that the office towers and retail have yet to surface with their own populations. It's not where it was pre 9/11, but its nowhere near the doom and gloom that was predicted immediately after, even with the bad economy.

Right. While the station may not be open, they were actually the first to get their ship in order, allowing express trains to resume normal service on the 2 and 3 lines. That was followed by the reopening of the PATH terminal, and even though street access to and from the PATH trains had to "cross" the IRT station, the MTA didn't think the timing was right to open the station, so for now the trains just pass through. There is other subway service around the site, so I guess we can't get too upset about that.
