The speed will begin to pick up, but also remember that Larry Silverstein has not finalized his deal with the Port Authority (which was supposed to be done this month). All of the sublevel work is done, so they haven't really been pushing things.

Just a question I had, are they going to encase the columns in concrete all the way up to the top like they did in the base? Because if it does that seems like it has a potential to slow things down a lot.

As 1WTC used to be this tower is showing very slow progress, I guess once they're done with the base they'll step up the pace too

Larry Silverstein to get $1.6 billion of much-needed financing for WTC construction

A breakthrough $1.6 billion financing deal that will help pay for two gargantuan office towers on the Church St. side of Ground Zero is expected to win approval from the Port Authority board Thursday, insiders say.

The pact between the PA and developer Larry Silverstein could finally end years of bitter, budget-busting battles that slowed construction and jacked up costs for rebuilding the World Trade Center site.

First announced in March and hammered out over the past five months, the plan would provide $1 billion in public financing and subsidies for Silverstein's Tower 4, a 64-story, 975-foot skyscraper set to open in 2013.

If he meets certain conditions, the builder can draw on another $600 million in financing for Tower 3, a 71-story, 1,137-foot colossus that would be taller than the Chrysler Building, officials say.

The bar for that extra cash is steep: Silverstein, who has invested little of his own money, must first kick in $300 million and ink lease deals for 400,000 square feet of space - or nearly 20% of the building.

Meanwhile, a third planned behemoth, Tower 2, a 79-story, 1,270-foot icon at Vesey St. that would have been higher than the Empire State Building, would be shelved indefinitely.

Planners don't want to leave another gaping hole in the ground, so they'll complete Tower 2's foundation and infrastructure so that construction can eventually take place - if and when market conditions recover, people close to the project say.

"It provides for the immediate restoration of the east side of the site while phasing in the office development as follows -- completion of Tower Four by 2013, Tower Three built to at least podium level and the Tower Two site built to grade, and a cash trap to ensure that the public gets paid back before cash flows to Silverstein Properties," said Philippe Visser of Port Authority.

The "cash trap" allows public investors to be paid back before Silverstein profits from the development.

"The three things that were critical to this deal were obviously that we needed to protect public resources. We had to bring market reality to downtown, but most importantly we had to make sure that the public resources that were invested were not invested in such a way that would benefit our private partner, Larry Silverstein," said Port Authority Executive Director Christopher Ward. "The cash trap is for the purposes for ensuring that."

In a statement, Silverstein called the deal "fantastic news for New York," and expressed "deep appreciation" to the mayor, the governors of New York and New Jersey, the state assembly speaker and the Port Authority.

This deal puts an end to years of dispute over the future of the site, which has led to extensive delays and higher construction costs.

At last, Larry Silverstein and the Port Authority have a deal regarding the financing of Silverstein's 4 World Trade Center, the first of three towers he's to build at Ground Zero. Now what?

Expect to see the rise of a steel infrastructure that looks like an office building on a fast track before the end of the year.

With the PA's 1 WTC already up to 350 feet, the long dormant pit at last shows signs of restoring at least half of the great commercial core destroyed on 9/11.

The deal calls for the PA to provide "backstop" financing (loan guarantee) for 4 WTC, which is funded by $1.36 billion of Liberty bonds and $450 million of insurance proceeds. The 2-million-square-foot tower will rise to 64 stories and 975 feet.

Structural steel has risen to a mere four floors above ground and below-grade lobby and retail areas are complete.

Perimeter steel should rise to the seventh floor -- the first office floor -- by Oct. 30. Then, structural steel is to begin fast-track construction through topping out in spring 2012. The steel should rise at about one floor per week and should reach the 45th floor by Sept. 11, 2011.

The curtain wall devised by architect Fumihiko Maki will begin appearing in winter 2012, and the tower should open in fall 2013.

The PA and the city have pre-leased a combined 1.2 million feet of 4 WTC, but 800,000 feet remain available to commercial tenants.

Doesn't necessarily mean they'll start office floors once they reach the first one. If they reach floor 14 by the end of this year then they will top out next year December. If they plan to reach floor 45 by next year's anniversary then no.

Cladding after the building has topped out and the cranes and equipment are gone. No need for call back work then.

Well, at least there is some timetable to think about as we watch the construction...

The schedule does seem a little off, but we'll concern ourselves with that later.

Some time ago the proposed completion was 2012. But now the building is expected to be complete by 2013. So we're going to have three mayor skyscraperprojects finished by that year: One WTC, Four WTC and Carnegie 57.

Originally, the Freedom Tower was supposed to be the last skyscraper constructed. Governor (at the time) Pataki insisted that it be the first skyscraper built on site, which led to Silverstein trying to get the location of towers 1 and 2 swapped. Of course that didn't happen. Delays are what led to the towers ultimately being under construction at the same time.

How has Lower Manhattan evolved since before 9/11? How will the new World Trade Center fit into post-9/11 Downtown? Before 9/11, at night or on weekends, you could walk downtown, and it was like a ghost town.

There was nobody here - it was eerie. It was quiet. There was nothing happening. It was deadsville - there was nothing to bring people here for weekends... what you have today is a community that has evolved into a 24/7 community...[the area] will experience a massive increase in the number of people working down here again, because you're going to have a hundred thousand people who formerly went to the trade center coming back in when these [World Trade Center] buildings are built. That of course brings a whole range of other services that are needed by the hundred thousand people that'll be working in the buildings. So you put that together with the fact that these buildings contained about half a million square feet of destination and quality retail. The retail will serve the tenants in the buildings. The tenants in the buildings will serve the needs of retailers down below. It feeds on itself - you've got the retail shops...also, [which are] hugely important to the residential occupants of the area. That has changed the face and the functionality of Lower Manhattan.

According to Mayor Bloomberg's 2030 plan, there will be 1.1 million new residents in the area by the year 2030. Why then, at the World Trade Center site, did you prioritize office space over residential space?

We lost 10 million square feet of office space here...additionally, we have here one of the most superb mass transit concentrations in the city...And, what needs mass transit the most is commercial, is business. You don't need it to the extent for residential as you need it for commercial.

And so, having the opportunity of utilizing this mass transit concentration for business, number one, and number two, recognizing that the sites themselves that would ultimately serve as the sites for each of these buildings were large-scale sites, large footprints - ideal for business, not good for residential utilization...These sites have 40, 50, 60,000 square feet footprints. Much, much too big for residential.

What's your strategy to pre-lease office space in the future W.T.C. towers? Some worry that you're pricing your rents too high. Are you considering scaling back the rent prices to attract more office tenants?

Witness the fact that we had an obligation to lease office space here. This building [7 W.T.C.] contains 1.7 million square feet of space. The first lease we signed was 700,000 square feet with Moody's. And then we followed Moody's with a series of other leases and other occupants. Today, 7 World Trade Center is a very well-occupied, very successful building. You only do that by giving tenants value - value that they perceive as being real; value that makes them come to the conclusion that it's a good idea for them to sign a long-term lease. It's worth it.

[The process which we utilized] to lease this building is the process that we're going to utilize to lease the other buildings as well. It's a process pursuant to which you can show tenants the monetary and physical and environmental advantages that come from executing leases in these buildings. So, for example, tenants today are very conscious of their environment. They want to be sure they give their workers first-class conditions in which to function. So, they want to be sure the space is flooded with daylight. They want to be sure that the air quality of the buildings is the best that could be developed. They want to be sure that green technology is utilized in the construction of these buildings. They want to be sure that reusable materials are present in these newly constructed buildings, which shows a sensitivity to the environment...they might even be willing to pay a little bit more in rent to get these features.

Can you give an example of this?

Goldman Sachs moved out of 85 Broad Street in a building that's only 25 or 30 years old. They designed it for themselves 30 years ago. [Goldman Sachs] decided to move out of that building at 85 Broad Street because technologically and environmentally, they couldn't retrofit that building to their needs. So they built themselves a whole new building right here on West Street, just a block from us. They occupy that building in its entirety, over two million square feet of space.

They did it because they needed the best technology available - the latest technology. They needed environmentally sensitive facilities that people would be sensitive to and would want to work in and be happy functioning in...And so, [Goldman] put all this together and...they came to the conclusion that, from a monetary standpoint, it made all the sense in the world to leave a product that they themselves designed 30 years ago. You would think, how could they do this? But it made economic sense to do it - and so too, the decision that Goldman Sachs made, decisions similar to which Moody's made, and others will be making in the other towers as well.

Will they all have that option financially to invest?

Maybe not all, but a lot of them. The major ones certainly will, and they're going to want to take advantage of it.

Besides the "green" advantages, what makes these buildings appealing and profitable to office tenants?

It's a whole range of cost[-savings] that are terribly important. There are other benefits to being down here: real estate taxes... this is land owned by the Port Authority. It's a governmental entity. Port Authority does not pay real estate tax. Port Authority has a payment in lieu of taxes, which is a fraction of the conventional real estate tax cost. These benefits are benefits that we receive as a result of leasing this land from the Port Authority. And we, in turn, pass these benefits on to the Moody's and others who are going to be occupying space in these buildings. Electricity is a different cost basis for tenants in the Port Authority buildings. ‘Cause again, it's a governmental entity, it has a different cost of electricity; it's a saving of significance.

What has been the greatest challenge for you in undertaking this development?

The greatest challenge to date is dealing with [changing] political leadership. We have dealt with four governors of the State of New York, five governors of the State of New Jersey since 9/11... Every time a political leader comes into office, he wants to stop and look and examine. That does not bring certainty, that does not bring predictability, that doesn't give you a feeling of great comfort when everything you do is based upon a timeline that has very distinct requirements for completion of certain phases of a project. You can't stop and say, "Stop everything, I want to take a look," and shift gears. ‘Cause you got billions of dollars worth of contracts out there. To stop is horrendous. Sometimes it's difficult for people who are not business people - people who have not been involved in this kind of project to appreciate the magnitude of lead time that's required to order steel, to order elevators, to order curtain wall, to make design decisions - huge amounts of time. To come in after the fact, a year later or two years later, and say, "Stop, I want to look at everything," becomes hugely problematic.

How does working with effective political leaders help you on the development side?

A person who understands the need to get the job done, to move the process forward, to get it finished and get it built. ‘Cause he wants to see this built in his lifetime, as do I want to see it built in my lifetime, as the mayor wants to see it in his lifetime.

Some say that delays and disputes have tarnished your ties with the Port Authority. What is your current rapport with the Port?

My relationship with the Port Authority started in 1980, when we successfully bid for the control of the original site... what we've got, after a lot of strife and lots of difficulty, is a conclusion that has been reached. And as a result of this conclusion, and as a result of an agreement that we've hammered out just a few months ago, what you see today is progress here at the Trade Center that is really quite significant... At this juncture, everybody has concluded, it's time to get it done, and that's exactly what everybody's dedicated themselves to doing... All you need to do is look to the south, look out the windows here, and you see the level of activity, you see the progress that's being made. It's just the tip of the iceberg - six months from today, you won't recognize [the site].

It sounds like you feel confident and comfortable with the Port now, moving forward.

Very much so, yes.

More than before? How come?

Today, there's a unity of purpose, there's a sense of the need and the determination to get on with it and get it done. The divisiveness of yesterday is behind us. The unity of today is apparent in everything we're doing down here.

Why did you decide to hire Regional Scaffolding and Hoisting Company to do work on an elevator at 4 W.T.C., despite the pending criminal investigations in Tower 5, the former Deutsche Bank building?

The thought here is number one, this contractor is one of the few contractors with necessary experience and capability of doing this work. Number two, vetted by everybody, including the Port - they've done work with the Port before. The reality is there are a limited number of contractors who are available for work of this complex nature. At the end of the day, you have to move these things forward... You have to make decisions and move on. You just can't sit and delay indefinitely on these issues.

I got a quick simple (I'm sure for most of you) question. Will 4WTC be taller than the black building right next to it? I have a feeling it will but the black building is pretty tall.

It will be over 200 feet taller than the black building next to it which is 1 Liberty Plaza.

1 Liberty Plaza = 743 feet
4 WTC = 975 feet

Taking a good look at those renders of the base, I'd wager that it'll be a little while before we really see this thing take off vertically. That double-height floor on the east and north side of the base looks like it's supported by really wide spans between the columns, which will probably have to be encased in concrete. And while they don't necessarily support the rest of the tower, they probably bear some small percentage of lateral loads, so they'll probably case those columns in concrete before moving vertical with the regular tower floors, like they did with the floors below it.

Just my two "armchair engineer" cents.

They are meant to work together with the neighboring buildings as a single underground complex. Having seen the plans, I won't elaborate much, but I can't imagine how the hell they're going to make things work without at least the basement levels for towers 2&3 as well as the Path terminal. Think of loading docks that would face the abyss of an undeveloped pit where access ramps should have been.

That's exactly why everything is going to be built now. Silverstein knew all of those pieces had to go together.

Well friend you can say that again! Actually now roughly a third of the entire WTC site is still a pit (where towers 2 and 3 in addition to where the new Path Station is going to be) remain. I swear the new steel just put up has to have raised the level of the parimeter by at least 50 feet! Definitely enough to start catching up to the inner steel followed by concrete!

Not really. It was a pit when there was no activity. Check out the threads of those various developments, and you will see much activity on those sites as site prep winds down to active construction. No one can refer to ground zero as a "pit" or even "ground zero" anymore, realisticly.

Wow, those pictures (previous post) caught me by surprise. I literally jumped when I saw those long pieces of steel on the sides. I'm assuming those will serve as the load-bearing columns? Or if not, then perhaps to only support the floor slabs? The new WTC is rising!

This tower is going to be huge, with the presence at street level of one of the original towers. It's also the only WTC building other than 7
to be pretty much in the same location as the original.

Will this tower, as well as towers 2&3 be built with the same measures that were taken at WTC1 in the act of a terrorist attack with a truck bomb? From what we see this building and particularly the base are pretty close to the street.

They are close to the street, or at least as close as buildings in New York are to the street. The plan was to restore part of the street grid to through the site. The result is that we are getting towers that are more a part of the streetscape and city life than the original towers were. Furthermore, these towers don't stand beside the highway the way the Freedom Tower will, which was a big enough concern of the NYPD that the tower had to be redesigned. Previously, it too had a open and glassy base.

One World Trade Center is climbing much faster than that one :shrug:

This one has only recently resumed rising, after a months long delay, so you should expect the Freedom Tower to have risen at a faster pace.
But this one is planned to rise at around the same rate of a floor per week.

Dispite the differences, it's little things like the funky colored mechanical floors and open lobbies that will really make the new WTC resemble the original!!! :D I'm tellin ya'll, the bases of each are basically modernized versions of the originals but with even more pedestrian friendly lobbies and looking up at the towers will be even more dense than the originals too!

The pedestrian circulation around each of the towers is one of the best things about the new WTC. These buildings will fit the city at street level in a way the originals never did. This tower in particular is probably the best of the group as far as public lobbies are concerned, but we'll have to see.

“Construction is now underway on all parts of the site – it’s a heck of a challenge, but it’s never been at that point before, and that’s something to celebrate,” said Janno Lieber, president of Silverstein Properties. And though Silverstein and the Port have come a long way in achieving that goal, their jobs are not quite finished, he said.

“We don’t just have to fill the buildings as a leasing matter,” Lieber said. “We have to make sure we have the kind of tenants that are going to support [Downtown] culture.” [b]

One of the goals, he mentioned, is to secure office tenants for all of Tower 4 by the end of 2010. Six out of 64 stories of the tower has been built. Lieber pointed out the adhesive, dense fireproofing as a major safety feature of the future building. Its lobby, which will face Memorial Park, will have a granite wall reflecting the trees as a sign of respect to the park.

The W.T.C. is “a very special place that we hope will be an urban model for the country and even for the world,” he said, “and we’ve gotten most of the way there.”

Ward assured the committee of the strengthened relationship between the Port and Silverstein in light of the recent financial agreement: “In all aspects we have certainty, for the first time, and a level of progress and public accountability,” he said.

Ward said the Port is finalizing negotiations with Westfield Group, an Australian shopping mall operator, to create approximately 500,000 square feet in retail space in Towers 2, 3 and 4.

At 4 WTC, steel is up the eighth floor with more being installed daily. The tower’s fireproofing is also underway, along with masonry that includes installation of black granite panels in the Greenwich Street–facing lobby, to serve as a tribute to the granite that lines the Memorial pools.

Janno Lieber, Silverstein’s president of WTC development, said that Tower 4 is on track for a late 2013 opening.
