Why is it that their is not one render of 4wtc anywhere around the area for people to see,but you see plenty of renders of 1wtc, the memorial and the transportation hub?

It is because most renders of 4wtc are seen with towers 2 and 3, and since their future was previously unknown, the Port Authority had them taken down.

Plus the PA is only showing whay THEY are building, and since Tower 4 is Silverstein's and they own the site, there's not much of a say in it.

Yes, it's basically a 1,000 ft tower block (984 would make it a supertall... ). From the angle of that last shot in particular, both towers 3 and 4 will rise dramatically into the sky.

Contractor Investigated in Deutsche Bank Fire Gets a New Job at Ground Zero

By WILLIAM K. RASHBAUM
June 23, 2010

A contractor that was a focus of a criminal investigation into the fatal fire at the former Deutsche Bank building in 2007, and remains under scrutiny for financial irregularities, has been hired to work on the office tower that the developer Larry A. Silverstein is building at the World Trade Center site, according to city records and people familiar with the inquiry.

The contractor, Regional Scaffolding and Hoisting Company, was issued a permit two weeks ago to install a construction elevator at 4 World Trade Center, according to documents filed with the city. The tower is rising at the southeastern corner of ground zero, across the Trade Center site from 1 World Trade Center, formerly known as the Freedom Tower.

The principals of Regional Scaffolding were central players in the development of the John Galt Corporation, the shell company that prosecutors say was created in 2007 to mask the involvement of another troubled company in the demolition of the Deutsche Bank building, which sits across the street from the rising framework of the new tower.

The Galt company and three supervisors were indicted in 2008 on manslaughter charges in the deaths of two firefighters at the bank building in August 2007; all have pleaded not guilty.

Neither Regional nor any of its principals were charged in connection with the deaths, but several people with knowledge of the inquiry say the company is still the subject of a criminal investigation by the office of the Manhattan district attorney, Cyrus R. Vance Jr., over accusations of financial improprieties.

Tishman Construction, the construction manager for Mr. Silverstein’s $2 billion tower, hired Regional to install the elevator, called a hoist in builders’ parlance. More than half the cost of the tower is being financed with tax-free Liberty Bonds.

Bud Perrone, a spokesman for Silverstein Properties, said in a statement that Regional had been used as a hoist contractor on large jobs in New York City and was selected to perform a limited amount of work “because it was judged to be the most qualified responsible bidder.”

The developer is confident, the statement said, that Regional, working under the supervision of Tishman and the developer’s in-house construction team, “will perform their duties responsibly and to the highest safety standards.”

In a separate statement, John Gallagher, a spokesman for Tishman, said Tishman had worked with Regional before and was “satisfied that they can meet the requirements and schedule of the job while adhering to the strictest standards of safety.”

Neither statement addressed the continuing investigation and the integrity issues it raised, and neither Silverstein Properties nor Tishman would disclose the value of Regional’s contract.

A lawyer for Regional, Peter R. Driscoll, said Wednesday that it had been treated unfairly in the Deutsche Bank investigation and that it had taken part in the creation of Galt at the request of the Lower Manhattan Development Corporation, which owned the former bank building and was overseeing the demolition.

“They did exactly what L.M.D.C. wanted them to do,” Mr. Driscoll said, adding that Regional had been asked to take part in the demolition and the creation of Galt because officials of the development corporation had been pleased with their performance on an earlier phase of the project.

“They were invited to do this deal because they did such a great job on the scaffolding,” he said of the work at the bank tower that preceded the demolition.

But possible questions about the creation of Galt or the pending investigation are not the only red flags associated with the scaffolding company.

Indeed, the Mayor’s Office of Contract Services, a city agency that tracks vendors and contractors who do business with the city, has placed Regional on a list of companies that it cautions city agencies about doing business with. And the School Construction Authority inspector general, whose office reviews the integrity of contractors seeking to bid on building or repairing schools, has put Regional on the list of contractors that are disqualified from performing school work.

The inspector general for the Port Authority of New York and New Jersey, which owns the property but has no say in whom Tishman or Mr. Silverstein hire, has also cautioned the Port Authority against contracting with Regional, an agency official said.

Charles V. Bagli contributed reporting.

^^^No, that's just not how they're building it. Remember they were prepared to change the height of tower 3, even the design when Merrill Lynch was a potential tenant. They aren't set in stone on height, and they could care less about this building being a supertall. It just depends on floor area, and how profitable a building can be, along with building aesthetics. Adding 50 feet won't drastically change the building, but its just not necessary. With few tenants and not much demand, and the fact that they still have no financing for tower 2 means they don't need to add floors.

Well, since every project at this site is behind schedule it's fair to say it doesn't matter but still, at least we have an idea when steel will pick up again. So until then we'll just wait and see how everything goes.

Everything underneath is connected. What will be the Greenwich extension will be built above the subway line (covered with all of the crap in the last photo).

As far as the below grade portion goes, all of that is being built now. Tower 2 is currently planned to stop at grade. Check the threads of those towers for more specifics.

I think progress is moving much faster at One WTC than here.

http://tribecatrib.com/news/2010/august/689_no-vote-by-port-authority-board-on-construction-deal-with-silverstein.html

A spokesman for Silverstein Properties declined to comment on the negotiations, but said construction of Towers 3 and 4 would continue apace as the deal is finalized. (Tower 4, a nearly 1,000 foot-high building, has risen three stories and preliminary staging is ongoing for Tower 3.)

According to the “conceptual framework” laid out in March, the Authority’s entire $200 million contribution will be put towards a $390 million guarantee for construction loans, while the city and state’s contributions would be divided between equity investments in Tower 3 and the loan guarantee. Silverstein would not be allowed to collect profits on the tower until the public guarantees are repaid. The deal also directs the developer to use the remaining insurance money he collected after the destruction of the original Twin Towers for construction of Towers 3 and 4 and ground rent payments to the Port Authority.

Asked in late July about the ongoing talks, Mayor Michael Bloomberg told the Trib he had heard nothing to suggest that negotiations had stalled.

“Nobody is going to remember that it took us a long time to build [the new World Trade Center],” Bloomberg said last month. “They’re only going to look and see the results.”

I was just looking at some of the pics i saved of this building. The lobby is the best part. Really huge and nice looking. I saw that V beam area in one pic I have of the building at street level. I still get amazed how they can construct these buildings with all the different beam angles and parts.

:previous: Damn, it should reach 1,000 ft or at least 984ft (=300m) to be a supertall. I hope it's a few meters taller as planned at the end. :whip: :whip:

Looks like steel is finally starting to rise again on this thing. I'm sure it will pick up in the coming months.

WOW!!!! Definitely some of the best pics of 4WTC that we've seen to date. I can't believe how fast the building is coming along now that they're actually putting up steel again. Hopefully they won't stop again.

BTW, love your pics of 1WTC and the memorial (on the 1WTC page) too. :worship:

Great to see the steel finally start rising again. I was just noticing that they really turned the lobby into a fortress. Look at all that concrete.

i wonder if this is a office floor... also, is it just me, or is century 21 always having a sale?

^^^Probably not an office floor, look at those slanted columns. One of the things they tout in the building is the lack of columns. (4 on each side and spaced close together.) Give it a couple floors.
