This Wednesday November 13, 4 World Trade Center will officially open. As the first new WTC building to open since 7 World Trade Center was finished in 2006, this marks a great milestone in the progress of post 9/11 reconstruction.

Last week, The Municipal Art Society held the first celebration in the building: the 2013 MASterworks Award ceremony. We had the honor of attending the event and shooting these photographs of the building, the space, and the breathtaking views from the 72nd floor.

NYC’s World Trade Tower Opens 40% Empty in Revival

The first skyscraper at lower Manhattan’s World Trade Center is set to open with two days of ceremonies to mark the renewal of the area after its destruction by terrorists. When the fanfare subsides, the task will be filling the 40 percent of the tower that’s empty

“We feel a real sense of accomplishment for having made it to this place,” said Janno Lieber, president of the company that built the 72-story 4 World Trade Center, opening tomorrow. It means the site is “really becoming part of New York again.”

He predicts the property’s allure for companies will shine through as the construction fences come down. Lieber’s firm, a unit of developer Silverstein Properties Inc., has to fill a million square feet of offices, a space almost the size of the Chrysler Building. The only tenants at the 2.3 million-square-foot (214,000-square-meter) 4 World Trade tower are two government agencies that committed to the project in 2006 to help jump-start rebuilding at Ground Zero.

As the World Trade Center takes its first steps toward once again becoming a vibrant office district, it faces “a very competitive environment” that probably will remain for the next few years, said Michael Cohen, tri-state regional president of brokerage Colliers International. The first tower’s debut and the completion in January of 1 World Trade Center will add 2.4 million square feet of unleased space, testing a downtown market that’s already contending with more than 6 million square feet of offices left behind by shrinking financial companies.
Large Supply

“This is the thin end of the wedge of a large supply of class A space that will be accumulating in the Trade Center area,” Cohen, in an interview, said of 4 World Trade. “At the end of the day, supply and demand will determine what that space trades for. You have three of the city’s most deep-pocketed and sophisticated landlords that will be going toe-to-toe. I look forward to observing the outcome.”

Silverstein Properties, whose chairman is Larry Silverstein, is competing for tenants with Douglas Durst, who teamed with the Port Authority of New York and New Jersey to build 1 World Trade Center. About 45 percent of the 3 million square feet in that skyscraper, the tallest in the U.S., are unspoken for. The third landlord is Brookfield Office Properties Inc., whose Brookfield Place complex just to the west has about 2.7 million square feet of former Merrill Lynch & Co. space that’s unrented.

The tenants that have committed to leases at 4 World Trade are the Port Authority, owner of the 16-acre (6.5-hectare) Ground Zero site, and New York City, which plans to move its Human Resources Administration there.
Tire-Kickers

“You hear tales of all kinds of tire-kickers, but I haven’t heard of a solid deal,” said Cohen, who isn’t involved in the leasing effort.

The job will get easier once the skyscraper opens and the public gets to see it as a vital, functioning office property, Lieber said in an interview. After tonight’s concert by the New York Philharmonic and tomorrow’s ribbon-cutting, Silverstein Properties will start a campaign aimed at would-be tenants with the theme “See4Yourself.”

More than 2,700 people died when terrorists crashed hijacked jets into each of the twin towers of the original World Trade Center in September 2001. The attacks destroyed both skyscrapers plus four nearby office buildings and a hotel. In addition to 1 and 4 World Trade Center, plans for the site call for two more office towers, a transit hub designed by Santiago Calatrava, a 9/11 museum and a performing arts center. A memorial to the victims opened in 2011.
Not Lonely

Larry Silverstein, who leased the original towers from the Port Authority just six weeks before the 9/11 attacks, said he’s confident the process will be similar to what happened at 7 World Trade Center, a 1.7 million-square-foot building north of the 16 acres that’s almost fully rented to tenants including Moody’s Corp., music-rights company BMI Inc. and Mansueto Ventures LLC, publishers of Fast Company and Inc. magazines.

When Silverstein, 82, completed that building in 2006, “we were the only tenant,” he said in an interview. “Nobody was in the building. It was very lonely, but not for long.”

Office demand in lower Manhattan -- an 83 million-square-foot market -- has been accelerating, data from brokerage CBRE Group Inc. show. In the third quarter, agreements were signed to rent 1.53 million square feet, up 40 percent from the previous three months and better than the five-year average of 1.04 million square feet, according to CBRE.

The availability rate as of Oct. 31 was 14.6 percent, down from an eight-year high of almost 16 percent at the end of June, the brokerage said. The rate, which measures vacant space and offices expected to be empty within 12 months, is the highest of Manhattan’s three major office markets. Asking rents averaged $46.98 a square foot, compared with $62.27 boroughwide.
Goldman Sachs

Other prominent downtown buildings with large vacancies include 180 Maiden Lane, where American International Group Inc., once the world’s largest insurer, is leaving about 800,000 square feet. Goldman Sachs Group Inc.’s former headquarters at 85 Broad St. has 637,000 square feet available, and 1 New York Plaza, once partially occupied by Goldman Sachs, has 392,000 square feet, according to brokerage Newmark Grubb Knight Frank.

Last month, JPMorgan Chase & Co. agreed to sell 1 Chase Manhattan Plaza, a 2.2 million-square-foot tower. The bank, which occupies about half of the building, intends to leave most of that space by the end of 2014, according to a person with knowledge of its plans, who asked not to be named because the information was private.

Brookfield is revamping its namesake complex, the former World Financial Center, to appeal to the city’s growing technology firms. Melissa Coley, the New York-based company’s spokeswoman, declined to comment on competition among landlords.
Tough Negotiator

Silverstein is seeking about $75 a square foot for the vacant space at 4 World Trade Center, according to two people with knowledge of his marketing plans. At that rate, a tenant would pay about $68 a square foot after tax and utility-cost breaks enacted by state in the mid-2000s to encourage leasing.

Silverstein, who also is developing two other towers at the site, is known for being a tough negotiator, said Lawrence Longua, recently retired as a clinical associate professor at New York University’s Schack Institute of Real Estate.

“He’s done this before,” Longua said in a telephone interview. “He says, ‘This is my asking rent, and if you don’t want to pay it, don’t bother talking to me.’”

The Durst Organization also is seeking $75 a square foot for the vacant areas below 1 World Trade Center’s 64th-floor skylobby, according to Eric Engelhardt, the company’s vice president for leasing. For the 104-story tower’s upper floors, it would be “pretty safe to assume” that the rate would be higher, he said. The same incentive package Silverstein is offering would apply.
‘Collaborative Competition’

Engelhardt described the two new skyscrapers as being in “a happy, collaborative competition” for tenants.

“Four World Trade’s success will only mean success of the greater good for the World Trade Center itself,” he said on Oct. 31 at the unveiling of a suite of sample office layouts on the 63rd floor of 1 World Trade.

That building, at 1,776 feet, today was declared the highest in the U.S., surpassing Chicago’s Willis Tower. The Council on Tall Buildings and Urban Habitat said the 408-foot spire is part of the New York skyscraper’s architecture.

For their money, tenants at 4 World Trade Center would get offices built around a reinforced concrete core, following safety standards put in place after 9/11. New York Harbor, the Hudson River and Brooklyn and Manhattan bridges are visible from floor-to-ceiling windows.
Dignified Presence

Fumihiko Maki, the tower’s Pritzker Prize-winning architect, aimed for a “quiet, dignified” presence, out of respect for the Sept. 11 Memorial and Museum, which is across the street from the building’s entrance, according to a video on Silverstein’s website. A highly polished black wall, which reflects the trees from the memorial park, is the backdrop for the front lobby off Greenwich Street, which runs through the area for the first time since site clearing began for the original World Trade Center.

A terrace on the 57th story that offers a view of 1 World Trade Center and private outdoor space for entertaining would go to the tenant that rents the floor, said Dara McQuillan, a Silverstein spokesman.

Construction of the tower cost $1.67 billion, with about $1.2 billion of that paid for with tax-exempt Liberty Bonds. The government leases are pledged to cover debt service on those bonds. An insurance payout, which Silverstein spent almost six years litigating, covers almost all the rest of the building cost.
Insurance Payout

Much of the $4.6 billion settlement was used to pay rent to the Port Authority under Silverstein’s 99-year net lease, which continued even after the towers were destroyed. Insurance proceeds of $852 million are being split between 4 World Trade Center and 3 World Trade, according to a 2010 agreement with the agency. The base is being constructed at that planned 80-story skyscraper.

That tower, and another Silverstein is developing at 2 World Trade Center, won’t be built to their full heights until there’s enough leasing in place to make them financially viable, according to the agreement. GroupM, a division of WPP Plc, the world’s largest advertising company, is in talks to be the main tenant at 3 World Trade Center, with about 515,000 square feet of offices, two people with knowledge of the discussions said.

At 4 World Trade, the Port Authority will pay rent starting at $65 a square foot under a 30-year lease for 601,000 square feet, according to a 2011 offering memorandum for the Liberty Bonds. The agency, which built the original Trade Center complex in the 1960s, said in September that it may seek to sublease as much as a quarter of its space.
Liberty Bonds

New York City is renting 582,000 square feet starting at $56.50 a square foot. Together the city and the Port Authority will pay $65.3 million a year through 2026, equal to the debt service owed on the bonds over that time.

The last of the bonds mature in 2051. Their use will probably save Silverstein about $113 million in interest over the 40-year life of the debt, compared with what he would have paid using conventional commercial financing, according to an analysis done for Bloomberg by Evercore Wealth Management LLC, a New York-based investment bank.

Liberty Bonds, federal loans authorized by Congress after 9/11 as part of a $21 billion lower Manhattan recovery package, also were used to fund projects such as Goldman Sachs’s new headquarters at 200 West St. and 1 World Trade Center.
‘Instant Status’

That skyscraper is getting ready to open in January, when the Durst Organization expects its 1.2 million-square-foot anchor tenant, Conde Nast Publications Inc., to start fitting out its space. Tara Stacom, the Cushman & Wakefield Inc. executive vice chairman who is working with Durst to market the property, has touted it as the centerpiece of site, offering tenants the “instant status” of a world-famous address.

Neither 1 nor 4 World Trade Center has an advantage, said Michael Shenot, a managing director at brokerage Jones Lang LaSalle Inc. who has done work for the Port Authority.

“They’re all wonderful products,” he said. “This is where the art of the deal, as Donald Trump once said, comes in. How do you get the prospective tenant to say yes?”

Once the new transportation hub opens, I think the bidding process will pick up. Still quite a bit of a construction infested area and that could be the turn-off at the moment.

NEW YORK CITY — The first office tower to be completed on the original 16-acre World Trade Center site in lower Manhattan was official declared open on Wednesday. The building was designed by Fumihiko Maki, has 72 floors, is 978 feet tall and offers 2,500,000 square feet of space.

It also offers a commanding view of 1 World Trade Center, which an expert committee of architects declared to be the tallest building in the U.S., surpassing Chicago's Willis Tower. And it continues New York City's recovery from the Sept. 11, 2001 terrorist attacks that destroyed the original Twin Towers on the site and killed almost 3,000 people.

This was and will continue to be a slow, gradual, pain-staking process. First 7, then the memorial, then 4, next will be 1, 3/Transit Hub around the same time, and lastly 2: all spanning over a decade of excruciatingly slow reconstruction. Until it's all said and done by 2018 at the very latest, we will wait with bated breath, and when the last tower is opened we'll finally be able to breath some fresh air knowing that area is alive again, despite all the hurdles getting there.

The World Trade Center Retail Floor Plans (Part 2)

As you’ll recall from the post about the ground floor and upper floors of the World Trade Center retail, the second and third floors were being called “Upper Level 2″ and “Upper Level 3.”
That’s why I got confused when I saw two other floor plans called “Level 1″ and “Level 2.” Adam and I finally figured out that “Level 1″ meant the first level below ground, and “Level 2″
meant two floors down. CORRECTION: Ignore all that and read James’s comment: Basically, “Level 1″ is the lowest level, and “Level 2″ is above it (one level below grade).

Possibly even better than the floor plans, however, are three rendering videos. The first one is of Level 1, and the second is of Level 2. (CORRECTION: Or vice versa…) I actually get chills
when I watch them—they bring back memories of going down under the Twin Towers to get to the subway station. The third WTC video shows how the newly opened Brookfield Place/PATH
station concourse will look with stores, how it integrates with the PATH station and the Oculus. WATCH THEM!

I normally cringe at such tacky beer advertisements, but I'm beyond pleased that the WTC is finally starting to "return to normalcy" by becoming a seamless part of NYC life and culture, without the constant references to 9/11.

Office Tower Is Hopping with Parties, Movie Shoots and Fundraisers

Developer Larry Silverstein built 4 World Trade Center as a gleaming office tower and a signal of downtown's recovery.

And since it opened last November, the building has been hopping—but not with office workers. Until tenants begin to trickle in, the glass-clad structure, designed by Japanese architect Fumihiko Maki, has been serving mostly as an elite event location—home to cocktail parties, fashion shows, movie shoots and unorthodox fundraisers.

Organizers at the Damon Runyon Cancer Research Foundation are expected to announce Wednesday one of the largest public events yet—a stair climb, scheduled for April, that gives people a chance to ascend 72 stories and drink wine at the top.

"There's nothing like the view," said Lorraine Egan, the president and CEO of the Manhattan-based foundation. "It's something we haven't seen in a long time."

At this point, the interior spaces have few flourishes. Concrete floors are connected by beams to an exposed ceiling, with pipes running across the span. But neither the relative rawness—nor a usage fee of $50,000 a day, per floor—has deterred some select renters.

A Super Bowl commercial that included Arnold Schwarzenegger, Don Cheadle and a llama partying and playing ping pong was filmed inside the building. "It was a well-behaved llama," said Justin Moore-Lewy, the executive producer at HeLo, which produced the advertisement.

Producers of an "Annie" movie remake staged a shoot on the 57th floor that included Jamie Foxx and the young Oscar-nominated actress Quvenzhané Wallis.

Downtown Alliance had its holiday party at 4 World Trade Center. Silverstein Properties, Inc.

The Bordeaux Wine Council held a tasting event in November. The Downtown Alliance threw a holiday fête to attract tech firms to the neighborhood. And the Municipal Art Society hosted a gala on the 68th floor.

Mr. Moore-Lewy, the producer, said "it is a giant building where you can more or less do anything."

Still, the lonely feeling is a problem for Mr. Silverstein. The building is about 50% leased, and both tenants are public entities—The Port Authority of New York and New Jersey and New York City. Both are still building out their spaces, leaving largely empty floors.

Developers are facing a challenge in renting all the new office space downtown, with some financial firms moving away and others shrinking. Mr. Silverstein would like to build three towers on the site, said Dara McQuillan, a spokesman for Silverstein Properties, who dismissed worries about finding tenants.

"It always takes a couple years to lease up an office building," he said. "It's very unusual to build on speculation. Most developers find a tenant, secure financing and build. Larry's philosophy was 'if you build it, they will come.' "

I posted many months ago that Larry would be renting out T4 for "weddings and bar mitzvahs" and looks like he's doing exactly that, at 50 grand per floor per day. The statement of Dara McQuillan is also interesting, according to her Larry S's philosophy is "if you build it they will come"? :???: This was not my impression at all. Are Silverstein's people trying to put a brave face on 50% vacancy? I seem to recall NYGuy saying many times on this site that this was specifically NOT the case about Silverstein, that he would never build on spec.

Mastercard International just clinched a deal to open a new, 60,000-square-foot technology lab at 114 Fifth Ave.
The 10-year lease brings the century-old, 330,000-square-foot address to 60 percent occupancy since David W. Levinson-led L&L Holding Co. bought the near-vacant property’s leasehold with private-equity firm Lubert-Adler last year, and created new infrastructure, lobby and “green” features.
The midsize lease is the latest illustration of a mega-trend largely overlooked. Everyone knows companies are now willing to set up shop in locations once thought unsuited to a particular industry.
Less recognized is the extent to which marquee-name firms of all kinds are increasingly unwilling to go to, or remain in, East Midtown — the 73-block district that the city last year tried but failed to rezone to allow for modern new buildings to be constructed.
The drumroll is deafening to those willing to listen:
Citigroup plans to move its headquarters to Greenwich Street from its longtime home at 399 Park Ave.
The ongoing and recent exodus includes three law firms that all gave up or will soon quit their Park Avenue homes — Kaye Scholer, Reed Smith and Jones Day — as well as social-media firm Twitter.
Sony’s leaving Madison Avenue for Madison Square Park.
Meanwhile, among those leaving other neighborhoods but passing up East Midtown are Time Inc., which intends to exit its own longtime home at 1271 Sixth Ave. for a 600,000-square-foot space it’s searching for downtown.
Also staking out new homes anywhere but in East Midtown are Microsoft, L’Oréal, Coach Inc., Facebook, Condé Nast, Group M and IBM’s Watson Group — all taking between 150,000 and 1 million square feet each in Hudson Yards, the World Trade Center, Brookfield Place and Midtown South.
Cable news network Al-Jazeera is reportedly in advanced talks to launch its US base at Boston Properties’ new 250 W. 55th St.
Within the past 10 years, Bank of America, Reuters, Ernst & Young, the New York Times Co., Grey Group and Tiffany & Co. all pitched tents in West Midtown, Times Square or Midtown South.
Hasn’t East Midtown — with around 170 million square feet and unparalleled transit access and dining and shopping amenities — attracted some prime tenants of late? We found only one: French bank Société Générale, which left 1221 Sixth Ave. for 440,000 square feet at Brookfield’s 245 Park Ave.
To be sure, East Midtown won’t turn into a ghost town. It’s still home to Fortune 500 companies. Jones Lang LaSalle reports that in the last quarter, availability was a reasonable 12.7 percent and 11.8 percent, respectively, in the Grand Central and Plaza districts, the submarkets mostly, but not precisely, comprised of East Midtown’s rezoning territory.
But glamorous companies that define “Manhattan” in the world’s eyes are shunning East Midtown en masse when leases are up there or when circumstances require them to move from somewhere else. The outward momentum carries profound long-term implications for the city’s entire office market.
Certain companies want only state-of-the-art, brand-new buildings, and they’ll chase them wherever they go up.
In a seeming paradox, other firms prefer buildings that are much older than East Midtown’s, like 111 Eighth Ave., because their high ceilings and thick floor plates lend them to digital upgrading more easily than do East Midtown’s “Mad Men”-era dinosaurs.
Firms choose new homes for many reasons, including lower rent, mass-transit access and proximity to the CEO’s home.
But East Midtown’s plummeting appeal has a lot to do with the fact that most of its buildings aren’t suited to today’s needs.
Zoning rules written in 1961 make it near-impossible to replace them with new ones even of the same size.
In an area where buildings are an average 73 years old, few will see the kind of $125 million modernization that SL Green and Vornado are bringing to 280 Park Ave., a 1968 tower with 1.28 million square feet.
New systems, emergency generators and a new lobby and plaza will make the tower more competitive — but it’s an exception amidst scores of properties receiving cosmetic upgrades.
Rarer still is 425 Park Ave., where L&L is re-inventing the obsolescent tower into an entirely new one of about the same size designed by Sir Norman Foster — requiring years of legal needle-threading and infinite patience to conform to the fine print of archaic zoning rules.
Back when the Park Avenue corridor was companies’ first choice, its physical stagnation didn’t matter. But new priorities changed everything. CBRE regional CEO Mary Ann Tighe noted, “There are no boundaries any more. No longer must a specific industry be in a specific neighborhood.”
Tighe said that unlike in the past, “There’s a willingness to at least explore, and often times it leads to a commitment. When Harper Collins was leaving East 53rd Street, it originally had no intention of moving downtown [to 195 Broadway], but the act of exploration led to it.”
Decisions about where to locate employees today is driven “by a profound change in the way people in every industry, even conservative ones, now want to be working,” Tighe said.
“They desire to accommodate a more open, collaborative, tech-fueled environment.”
Time Warner CEO Jeff Bewkes said of his company’s planned move to Related Cos.’ Hudson Yards, “A dynamic new complex will foster even more collaboration, creativity and efficiency across our businesses.”
Until the environment for “collaboration, creativity and efficiency” is established in East Midtown, its commercial energy will continue to ebb elsewhere, from the Battery to the foot of Central Park.

Its easy to forget with WTC1 being right near it, that in any other American City, this would be massive. It doesn't look big, nor that tall (due to WTC1 just eclipsing it, along with the location) but place it in like Miami for example, and it would stand out like a beautiful thumb. :) It's not a C- building, that's a little to harsh. Mabye a B +, but not a C-.

I think it's all about context with this building. By itself as the tallest of a city, it might not be all that pleasing. As the edge of a gleaming complex, surrounded by dense, older buildings, it's fantastic.

Its easy to forget with WTC1 being right near it, that in any other American City, this would be massive. It doesn't look big, nor that tall (due to WTC1 just eclipsing it, along with the location) but place it in like Miami for example, and it would stand out like a beautiful thumb. :) It's not a C- building, that's a little to harsh. Mabye a B +, but not a C-.

Very true, but I doubt it would stand out too much in Chicago either.

a 1370+ foot flat topped building would make most buildings on the planet look tiny, but I think the two work very well together.

You're right. C- was too harsh. It deserves a C+

I just don't like how it looks slender/fat depending on the angle you're looking from. TWC #2 anyone?

If it weren't for the angles/slopes, this would be a generic box in downtown suburban city XYZ.

Landing the luxury brands will be a coup for the Australian-based mall operator Westfield Group, which completed its $1.4 billion purchase of the 365,000 square feet of retail development from the Port Authority of New York and New Jersey in March.

Westfield is locked in a battle for high-end tenants with Brookfield Office Properties’ neighboring Brookfield Place. 4 WTC has been "opened" last November but it is still under construction. Picture below is from March but nothing has changed when I walked by last weekend.

IIRC "Open" is partly related to the temporary Certificate of Occupancy.

Similar to the first years of the original WTC twin towers, non-governmental tenants are NOT "beating down the doors" to occupy 3 WTC or 1 WTC.

Nice looking building, though...

The brand-new tower at 4 World Trade Center looks to be close to landing its first private-sector tenant. MediaMath, a firm that develops online advertising software, is in negotiations to lease a big office at the glass-clad, 72-story, 2.3 million-square-foot behemoth, according to sources familiar with the talks.

MediaMath would relocate to the building from midtown, where it currently bases its New York offices out of 1440 Broadway near Bryant Park. The company is in talks to take as much as 120,000 square feet in a deal that would include expansion rights that would allow the fast-growing firm to take additional space in the tower in the future.

Rents in the tower are in the $70s and $80s per square foot depending on the floor. MediaMath, a Crain's Fast 50, is considering space in the middle of the building, according to sources.

4 World Trade Center, designed by the Pritzker Prize winning architect Fumihiko Maki, was completed late last year and is the first tower to open directly on the World Trade Center site. The building, which was built by Silverstein Properties, is anchored by both the city and the Port Authority of New York and New Jersey, which together will occupy over one million square feet there. Both are in the process of moving in.

So far however, no private sector leases have been signed. In a conversation with Crain's in recent days, Larry Silverstein, the founder and chairman of Silverstein Properties, said that has commitments for a substantial portion of 4 World Trade Center's remaining one million square feet of vacant space. Mr. Silverstein didn't reveal the identity of those tenants.

The arrival of private sector tenants making substantial commitments for space in the building comes at an opportune time for Mr. Silverstein. In less than two weeks, the Port Authority of New York and New Jersey, which owns the World Trade Center site, is set to consider a deal to guarantee $1.2 billion of loans that Silverstein Properties needs in order to develop another office tower there, 3 World Trade Center.

Controversy has erupted over whether the Port Authority should do the deal, which some critics say Silverstein Properties should do when it can source the loans from the private financing market without the Port Authority's help. The deals would appear to help answer another question though: whether there will be enough demand from tenants to fill all the square footage at the site that Silverstein Properties wants to create.

MediaMath specializes in creating systems and software that connect online advertisements with users who will be most likely to look at them. The company is part of a wave of tech and media firms that have headed downtown as other areas of the city, like midtown and midtown south, have grown more expensive.

Neither Silverstein Properties nor MediaMath would comment on the potential deal.

Port Authority employees on Monday, will be the first office workers to return to work at the World Trade Center since terrorists took the Twin Towers down just over 13 years ago. The reopening of 4 W.T.C. on Oct. 27 will ironically mean less freedom on Liberty St., as most vehicles will no longer be able to get through.

Cars and trucks doing business at the W.T.C., or making deliveries to Liberty St. residents or stores, or carrying residents will be permitted with proper ID. People visiting residents on the block will also be permitted to drive through after a short stop expected to be done in under two minutes.

Officials with the city and the Port, which owns the W.T.C., met with community leaders Thursday to go over the last details of the W.T.C. “Campus Security Plan” which has been in development now for many years.

“This is another milestone in transition from construction to occupancy at the site,” said Erica Dumas, a Port spokesperson. A city official who briefed Downtown Express on the plan Oct. 24 gave an almost verbatim statement — one of several indications that the city and Port are working closely together on the W.T.C. years after many well-chronicled disputes over security and financial issues.

The city official said although residents in cars will have to show ID, that short slowdown will be counterbalanced by the fact that there will be less traffic on Liberty now that cars and trucks will no longer be able to use it as a through street.

In addition, Cedar St. traffic has recently been reversed to flow west, and Washington St. south of the W.T.C. will be reopened to traffic some time next week.

Pat Moore, a Cedar St. resident who heads Community Board 1’s quality of Life Committee, said the traffic changes will help alleviate some of the problems sure to surface as more office workers return to the site. The biggest effect will no doubt be on residents living on the block, she added.

“Thankfully, we’re a block away,” she said in response to a question about her personal situation.

Steven Abramson, who lives on the block and has been criticizing changes made to Liberty earlier this year, attended Thursday’s meeting with city and Port officials, and saw positive things in the plans.

“Actually, I’m optimistic about the plan for the people in my building, but we have to see how this works in practice,” Abramson wrote in an email to Downtown Express. “And even better news: it appears as if we will not have tour buses driving down Liberty St and dropping off passengers.”

Abramson, his neighbors, and Community Board 1, have all said that when the 9/11 Museum opened in May, and Liberty St. was reconnected to Battery Park City, it led to a crush of pedestrians, and officials have been working since then to relieve that problem.

As to the newest plan, the city official, who spoke on background, said with so few residents living on Liberty St., N.Y.P.D. officers will no doubt get to know who is allowed on the block and be able to deal with situations such as if a resident’s driver’s license shows a different address.

The Port’s Dumas said companies like Fresh Direct will be able to register trucks and drivers to deliver groceries on the block and even “a guy and a van” delivering furniture will be able to get through if a resident makes arrangements.

She described the early months of the program as a “grace period” when everyone finds out what works best and how to improve the system.

Monica Klein, a spokesperson for Mayor Bill de Blasio, said: “The city is committed to balancing security needs with residents’ quality of life, and will continue to work closely with local businesses and residents to ensure the Campus Plan is minimally disruptive to their daily routines.”

Other attendees at the Oct. 23 meeting included Dep. Inspector Kevin Burke, the N.Y.P.D.’s commander at the Trade Center, Assembly Speaker Sheldon Silver, U.S. Rep. Jerrold Nadler and State Sen. Daniel Squadron.

The following Monday, Nov. 3, the first workers will return to One W.T.C., a k a the Freedom Tower, when Conde Nast moves into the building.


SUMMARY OF THE CHANGES

o Residents of the area of Liberty St. opposite of 4 W.T.C. ( between Church and West Sts.) and their visitors will show ID to the N.Y.P.D. and be allowed to proceed regardless of whether they are in their own vehicle, a friend’s or in a taxi.

o No parking will be allowed on Liberty St., but vehicles will be permitted to quickly load or unload.

o Large deliveries will be coordinated through the Vehicle Security and Scheduling Software (VS3) and checked for explosives in the Vehicle Security Center (VSC).

o Pedestrians and cyclists will continue to have access to the W.T.C.

o To improve traffic flow in the area, the city has reversed traffic on Cedar St. to flow west, and is reopening Washington St. to traffic by early next week.

o The city anticipates less traffic on Liberty St. will allow it to remove barricades along the sidewalk in the near future.

It will be interesting to see how the site reintegrates into the wider city and American culture as a whole as the towers begin to open for business and the train hub roars into life.

RE the cladding, it's almost there, almost there....

There's still lots of work to be done here though, certainly at least 5 or 6 more years until tower 2 and the performing arts center are completed. I think a 2019-2021 timeframe for full construction and completion of the entire WTC site is pretty realistic without counting tower 5, which is at least 10 years away from completion right now.

I bet working at the new World Trade Center will be a massive hassle with all of the security measures, and yet if someone wanted to attack the site again theres always a way to do it no matter how much security there is.

** I think that could be a reason why tenants aren't flocking here. Security is necessary, don't get me wrong but they're overdoing it.

Also, these subsidized office buildings are good for keeping companies that are looking to consolidate their space or move to less expensive areas.
