Honestly, most of Canada is such a development and affordability disaster that Moncton can grow quickly just by semi-sensibly planning out houses and keeping development fees low. Alberta is also growing in part for this reason.
The Maritimes are also just inherently underdeveloped relative to other parts of Canada given how nice the region is. As a result of that you get much nicer properties for the same dollar amount and you get much better access to nature and the like. I don't want to put down any particular places but if you look at scenery, climate, etc., Moncton is one of the nicer parts of Canada. BC is nice but most people can't even afford to rent their own 1 BR apartment here.
