You may want to look up the definition of "most." Sweden was the exception. Unsure about Eastern Europe, but Western and Central Europe had strict COVID restrictions. And that is not even mentioning the COVID restrictions in places like China, Korea and Japan.
In fairness, I lived in Alberta, where the restrictions were less severe than everywhere else, and were lifted in July 2021.
