Those services can be maintained during cut and cover, during the cut phase you dig them up and re-pipe them either on the edge of your cut or you swap them to another location entirely ahead of time.

It's exactly what we've seen with the current Broadway subway in the blocks with road decks. Those station boxes and road decks are cut and cover operations and had to have all the services that run along Broadway either relocated or maintained through construction.

Granted that the road is likely not wide enough in this location alone though, but there will at the very least be a cut and cover station in the area and it would be silly to consider a Broadway style traffic deck setup for a station on this section of 8th.
