In theory you can always sell assets to pay for your day to day budget, doesn't make it a good idea though.
Imagine selling your house so you can take a longer vacation this summer. Might make sense if you were going to die in the near future, but governments don't die and ultimately selling off public assets just makes future generations have to pay more and have less public wealth to benefit from.
