Blatant spot zoning. Gauthier knew the contract was expiring with the land owners. She had plenty of time to either come to an agreement with him, or instead arrange for some new public housing to be constructed elsewhere.
I know it was symbolic, but thank God for Allen Domb. One of the few voices of reason on the Council anymore.
