What does TransEd get dinged as a part of the P3 for 1.5 years of delay?

Surely there will be 1 more shorter delay into fall 2022 because that’s how these things go. I struggle to accept the Covid reasoning as a blanket excuse without them pointing to something specific Covid related. A sad day.

I’m betting on a February 2023 open.

What is going wrong with the project? Why is it being delayed? What lessons have been learned for future LRT projects?

And who is being held accountable?

a) we still really havent found out what we did wrong on the last several LRT project... no lessons learned
b) they want to blame covid, the weather, some cement pile found at the start of the project
c) based on previous track record, nothing.

accountability? You want that ? Here? HA!

I'm not disputing what you write, but the accountability is built into the contract. Let's not forget, the city farmed out all the construction to a private consortium in the P3 model. So the accountability is held by TransEd in the form of penalties for late delivery, according to all the news articles I've read about the situation. I don't know what those penalties are, however.

Continued disruption from delay in all areas is unfortunate but the impact to our Downtown core from 96-102 is unacceptable.

When did they officially begin construction? Like first shovel in the ground.

And yet the city can't completely wash its hands just because of a P3 structure. The client can still be a contributing factor for delays if it submits hundreds if not thousands of change orders. There's one such situation going on in Metro Vancouver at the moment that boggles.

I did some Ultrasonic Inspection On parts for the Tawatina bridge today. The track section from the bank to the bridge needed some reinforcement because of unforeseen shifting. The alignment was out. These braces solidified the alignment so the train doesn't end up in the drink!! More will be implemented in the coming weeks. A simple fix really.

You'd think an enterprising media muckraker would investigate and reveal the penalties along with true reasons for the delays and, frankly, the failure to deliver.

I've only been back in the city since 2018 but this project has all the earmarks of the notorious Johnson Street Bridge replacement in Victoria BC. The project was structured so that nobody could reveal the results of any audit or deliverables failure.

Personally I'm excited by well planned and executed public transportation projects. The western line will allegedly be complete within six years. That one doesn't (yet) have a giant concrete clump that defies all engineering solutions. Maybe they gave themselves a few years of cushioning.

Does anyone know what happens to Stony Plain Road traffic when they modify the crossing over Groat Road? It takes up to three years to build a bridge like that.

I suspect sarcastic humour and I'm all up for that, of course. Do you think they're ramping up expectations that all traffic downtown from Jasper Place head straight through on 102nd?

And the westward traffic (say, people driving home from the hockey game) goes south on 104th Street and west on Jasper until 2027?

On a serious note, if anybody has the engineering plans or specs on the Groat crossing I'd like to look at them. I asked about exactly this (along with many other concerns) at several public meetings and nobody knew then. But now we're out of the concept phase there must be some kind of award-winning scheme published somewhere.

Latest update from TransEd

Line-Wide Surveying and Rail Fine Tuning

December 3, 2021 – Starting on or about December 6, 2021, crews will perform testing and commissioning activities along the 13-kilometer Valley Line Southeast LRT. These activities include surveying and fine-tuning the track using specialized on-track mobile equipment. This work will occur intermittently for four to six weeks during the daytime, from 6:00 a.m. to 6:00 p.m.

Road users can expect to see an on-rail specialized diesel locomotive performing minor grinding and buffing at localized areas to fine-tune the tracks. The equipment will cross the tracks at intersections periodically. Flag-persons will be on-site to assist with traffic.

There will be minimal noise associated with this work, including sounds of the slow-rolling diesel engine and grinding equipment.
