Yes, it has some authorities (like where they can place bus stops and such) but not all of them.

In any event, what is being suggested (banning STO buses from Ottawa) sounds more like a bully husband who's splitting up with his wife shaking his fist ("I'll show her!") than anything that's actually feasible.
