Is it a taxation issue? Construction permit? Or simply having to dig down for parking vs. big surface lot that makes the difference? To me this is where the city has to step in and incentivize infill office development.

i think it's simply offering a preferred location for it's workforce. I know I wouldn't mind working at the edge of the park.
I think the public vs private business in the park is lame. The govt offices located in the park with their expansive parking lots are as much, if not more of a blight on the park than the Conexus or Brandt buildings. The horses were let out of the barn long ago. At least with Conexus, Darke Hall and the University Extension program get a much needed boost.
