There are enough vacant lots in the downtown...heck, I'd rather see office sprawl in one of the outer developments ( like the Harbour Landing office park ) than developing in the park. Obviously something is wrong with the market when it is more attractive to develop there than in the downtown.

Is it a taxation issue? Construction permit? Or simply having to dig down for parking vs. big surface lot that makes the difference? To me this is where the city has to step in and incentivize infill office development.
