2. is stuck paying billions for major water treatment upgrades thanks to provincial rule changes, also under the infrastructure umbrella
3. spread out immensely in a low-density manner thanks to abundant and cheap farmland to develop
4. Got police and fire unions that bargained so well they combine for about 50% of tax dollars it receives.
Any other reason I'm missing?

Agreed on all points but wouldn't Lag be both the cities and the provinces responsibilty?
