You're thinking of M-Rad. The founder I think is from here and has a design firm down in Calif.
I believe these were just conceptual. There was a rendering for Parcel G and one for a tower off Broadway, neighboring Escala. If I remember correctly there is no builder behind them, just a "what could be" type of thing.
