I can only speculate as to why, but it may be due to developers looking at population size and population growth rates in each city.
In the 1980s, Regina and Saskatoon were roughly the same size population-wise. As of July 2025*, the Saskatoon CMA was roughly 87,000 people larger than Regina, and the population gap between the two cities has been growing. (In 2015, the population gap was roughly 60,000.)
I'm wondering if Saskatoon is seeing more projects happen in its city centre simply because there are more potential condo purchasers and renters in Saskatoon than in Regina. Again, all I can do is speculate, but this reasoning seems plausible to me. I suggest you pose your question to the folks in the Regina thread to get their thoughts.
