The subject application proposes a two-lot consolidation to enable redevelopment
of 2225 Springer Avenue together with the adjacent lot to the north at 2209
Springer Avenue. Staff have reviewed the applicant’s outreach efforts and offers to
purchase the adjacent lots and are satisfied that sufficient efforts were undertaken
to acquire the properties. The applicant has provided a block build out study to
assess the future development potential of the lots at 2280 and 2294 Douglas
Road based on the proposed two lot consolidation, as well as three-lot and four-lot
consolidation scenarios. Based on minimum requirements for building separation,
the block study showed that in all scenarios studied, only a single tower of up to
40+ storeys, as designated for in the OCP, can be accommodated. To this end,
while a four-lot consolidation is preferable for optimal development efficiency, the
advancement of a two-lot consolidation does not materially impact the
development potential of the larger consolidation area. Considering this, and
combined with the applicant’s reasonable efforts to acquire and consolidate the
properties at 2280 and 2294 Douglas Road, the two-lot consolidation is
supportable and accelerates the delivery of housing and public realm
improvements in this neighbourhood. To maximize development potential on the
neighbouring lots, the applicant has proposed zero-lot line setbacks on the south
and west property lines, which allows future development on those lots to also
benefit from zero-lot line setbacks on those property lines. Based on the subject
development proposal, the highest and best use development potential for the
adjacent site at 2280 Douglas Street is anticipated to be townhouses or 6-8 storey
single-loaded apartment development. The highest and best use development
potential for 2294 Douglas Street is anticipated to be a slim, mid-rise apartment
building between 20-30 storeys.
It is noted that the applicant remains open to pursuing discussions with the owners
of the adjacent lots for acquisition and consolidation, while the subject rezoning is
advanced through approvals. If the applicant is successful in achieving a larger
consolidation at a future date, staff will bring forward a revised proposal for Council
consideration.
No detailed renders but the architectural drawing sort of looks like that other Lougheed project for an undisclosed client
