It's actually not uncommon to have booming cities with high unemployment especially ones that offer a high quality of life.

Calgary is, by far, our fastest growing city while the rest of the country is beginning to see actual population decline. When you have thousands moving to a city it is not uncommon to suffer from short-term unemployment. This goes for the young people trying to get a better life, people moving there with job offers that may not start for a couple months, and where a couple move there as one has a job offer and the other is currently looking for work. Unemployment for people in booming cities tends to be much more short-term.

Quality of life matters as often isolated or just dislikeable places can suffer severe worker shortages even with good pay because they can't find anybody who wants to move there. This most assuredly does not effect Calgary.
