We really take for granted things like functional government, a reasonably educated populace and education costs, reasonable healthcare costs, good infrastructure, expanding public transit in our major cities, etc.

GDP per capita certainly needs to increase, however at the moment Mark Carney appears to have the better plan to actually accomplish this.
I've never argued that those things aren't important. If we're going to settle for being less wealthy, we really need to stop comparing ourselves to the United States. I'm honestly not sure why you even brought the USA into this, except to handwave away the problem. Ex America, just about every country that has a higher GDP per capita than we do also has better healthcare, better infrastructure including public transit, better social supports, and equally functional governments.

Like seriously...what? There are 16 other countries with higher GDPs per capita and 34 that have done better in the last 10 years that we can compare to.
