Devil's advocate: Canada's too big and too empty to access with buses and trains alone. Want to go to Prince Rupert (I don't know why you would, but humour the question)? Not by public transportation you won't.
Re: revenue, we could solve this by the end of the year by swapping the gas tax out for a congestion charge, but that's untouchable as well. We can't even keep bridge tolls.
