Most cities layer transit, with different services for different purposes. Ottawa has an aversion to this and demands that there only be one system, no matter how ridiculous it is to build a 40 km tram line.
Why would they use Bayview? That is Mr. Potvin's obsession with the PoW bridge. It would make way more sense to use Tremblay (or better yet Hurdman) for commuter rail.
