4th & EK Gaylord
At long last, we discover the fate of this very prominent piece of land in downtown.
When I first posted about this last summer, there were two competing proposals for the parcel at 4th & EK Gaylord: Rose Rock and Bomasada.
However, neither original submission was selected, and the city re-issued the RFP.
I can only speculate as to why the city decided not to go with either proposal.
They did acquire the privately owned north & east sections of the lot, which allowed for development of the entire triangular section of land.
That may have been a big part of the reason for re-issuing the RFP.

The second time around the two competing submissions were from Rose Rock Development and Milhaus.
Today, we have learned that the proposal from Rose Rock, called 'Alley's End' has been selected.
Note that Rose Rock's winning proposal is quite different from their original submission last year.
Whether it is better or worse is open to interpretation.
It does encompass a larger area and has a quite interesting design.

This development consists of several structures, all 5 stories tall.
The ground level will include retail space and incorporate pedestrian pathways, courtyards, and plazas with public art.
The bulk of space, though, will go to residential apartments including affordable units.
It is designed to be built in two phases.
The first phase will create 168 apartments -- 128 set as affordable units.
This will be spread out over two 5 story structures that front EK Gaylord.
Also a parking deck with 100 spaces will be included.
The second phase will see the construction of a third 5 story building.
This will hold 110 apartments -- 70 affordable, and 40 market rate.
Additionally, more parking spaces will be added to the parking deck.

The Oklahoma City Urban Renewal Authority will vote on March 18th and then it will go to the city council for final approval.
It's a pretty safe bet that the proposal will be accepted.
