The airport your connecting to in Canada
doesn't matter whether it has customs or not. When a passenger arrives (steps off the plane) in Halifax on an international flight from a different country, they always
MUST clear Canadian Customs at their
First Port of Arrival.
If they are here to connect onto another flight elsewhere in Canada the new facility holds the passengers checked bag until the passenger is cleared by CBSA. They would have passenger checked bags pulled for secondary inspection if necessary.
