Her explanation seems extremely clear to me. Expedited international connections. The new connections facility is on the departures level (less walking!). The existing customs hall couldn't do that as it's on the arrivals level.

Direct quote from the video:

"If your connecting from Halifax onto another airport in the country.....You do not have to collect your bags and you don't have to leave the secure area. You're going to be able to continue on your journey without having to be rescreened."
