The west side was not cobbled together. It was a purpose built building with plenty of life left it it were allowed to exist. Even if you found lots on the west side it would still only be half the cost of the new stadium.
The noise issue is not a red herring because I'm not talking about the noise in general, I'm talking about the specific design which will direct sound towards the open south end. It's literally a trumpet towards the nearest residential area. If it had been designed as imagined, as a bowl, it would have been better. But yes, all of the people on this forum who live in deep suburbia of course won't care. And no of course it's not going to ruin anything but it will be obnoxious when it is happening.
Let's be clear:
there was no referendum on the stadium. Now if there was I am quite confident the stadium would have succeeded anyway. I'm not saying I'm in the majority, I'm saying that there are many, many people against it, including Rider fans and season ticket holders. But of course people are for it: people love spending other people's money.

One could argue many things, but I utterly and completely disagree that the cultural and social value of a professional, money making sports team is anywhere near the level of cultural and educational places like libraries and museums. Those are explicitly designed to be non-profit. The Riders are a profit driven enterprise. The public good is infrastructure, not occasional sporting events.

Everything you've listed has a legitimate social or cultural function. Public funding of education, art, sports and exercise are good and well. But there's a easy way to differentiate: all of those things are necessary because they don't make money. The Riders are not a public entity. They are
profit making company. It's not a bunch of books and art. It's not a bunch of 10 year old kids getting exercise. It is not the purpose of the government to subsidize a company and people
watching sports.

No it will not change the province in any meaningful way. The province is already crazy about the Riders and new stadium won't add to that. It'll only make the seats more comfortable.
The availability of the CP lands will not be as transformative as you believe. The availability of land is merely one part of the larger puzzle. Office vacancy is already very high and unlikely to lower. Condo projects are stagnating or never starting in the core area. The CP lands provide an opportunity but they are not a panacea like you think.
The fact that you think a stadium is somehow going to fix all of Regina's ills is simply stunning.
