Initially, I thought the same thing. But it's important to note that the REM is using an
existing tunnel under Mount Royal that had to be retrofitted, is above ground in the outer portions (saving costs with less digging) and I think CDPQInfra covers a huge chunk of the costs for the REM.
The STM on the other hand aren't so lucky. They essentially have to keep the extension below ground due to the metro tires, size, existing system, etc. which drives up construction costs and then there's issues with land acquisition.
Many like to compare the two extensions to Montreal's network but in my opinion, they're two very different projects that present their own challenges, no matter the length.
