^Is there a downtown mall in a city smaller than Halifax/Victoria that isn't bleak?
Indoor malls basically only survive on fashion retailing, and metro regions under about 300k can only really afford one location of every major fashion retailer. the Gaps, H&Ms, American Eagles of this world, etc. If they have a choice between a CF or Oxford-owned suburban flagship mall, or the downtown mall, they'll almost always pick the suburban mall.
