The US likes to complicate things for no reason. As far as I can tell, there are 3 kinds of port of entry airports that can host foreign passengers.
1. International airport
2. Landing rights airport
3. User fee airport. (PSP, SNA are user fee airports.)

Oddly enough, JFK or LAX aren't in the list of international airports. Go figure ! They must be landing rights airports (the only one that doesn't have a list online, for some reason). Anyways, suffice it to say, OGG and PSP are port of entries. BUR isn't.

Now, as far as LGA is concerned, it isn't a port of entry (see:
https://www.cbp.gov/contact/ports/ny), but for some reason is still allowed to host flights from pre-clearance airports in Canada, Aruba, Bahamas and Bermuda. Go figure as to why. There must be a special arrangement between CBP and the airport.
