I can confirm that the rails running up the southwest edge of the sail are for the building maintenance system. The basket typically just moves up/down, and the rails on the diagonal edge help move the basket laterally across that part of the curtainwall.

For the lights contained within the curtainwall on the southwest edge of the sail, there are small access doors on the backside that allow for access to any lights that burn out, but since they're LED, they're expected to have a significantly long lifetime. Perhaps some of the burned out or flickering lights you've seen elsewhere are the result of high temperatures that power down the lights until they cool off. The lights on this project were selected with high temperatures in mind, so hopefully that is not an issue!

There will be some lighting on the south elevation, and it will be housed within the metal paneling that runs below the glass guardrails. The lights will be turned up and will illuminate the underside of the terraces, which are clad in a metal panel soffit system.
