Well it is a tax grab. Running some empty busses to qualify. The whole idea that rural people don’t pay anything for transit is ridiculous. Many urban people don’t use it at all. That’s not how taxes should work. We all benefit. We are spending a lot of money on expansion with math that was questionable pre-Covid. The tax increases will be shocking to many over the next few years. I predict another suburban revolt.
