We talked about this in 2014... is it legal? Yes - if there are 2 dashed lines on Albert, then there are 3 driving lanes.
Is it likely that Reginans will begin driving in the curb lane? nope. Custom is that Reginans don't drive in this lane, and the fact is that - unless signed to the contrary - it's legal to park in the curb lane of
any Regina street with a speed limit of 50km/h or lower. So, driving in this lane would be annoying - because there would invariably be people parked in it.

we did note at the time that there are virtually no 'No Parking' signs on the east side of Albert between 25th & College... making it technically legal to park in the curb lane. No one does, and I'm willing to bet you'd get a ticket & a tow pretty darn quickly - doubt the ticket would stand-up in court, though [unless they've dramatically increased the number of No Parking signs])
