Whether or not PTC will improve signal clear times isn't what's most important.
My understanding of the existing indusi system and how it affects trains pulling out of sidings is that even if they get a clear signal, because the track side magnets are the only way to communicate that to the train a train needs to proceed at restricted speed until it can clear the magnet and have its speed limit cleared
This is most apparent as trains leave Carleton. It's highlighted a few times in Shane's video from the simulator.
The PTC implementation could allow for better in-cab signaling where a clear signal immediately clears any speed limits without the train needing to proceed over a track level marker. The end result being that trains can proceed over switches at higher speeds.

Dwell times at Carleton are long because that location is the timepoint for the entire line. Even if the signals clear, the trains will wait there until the schedule departure time. Trains depart Greenboro and Bayview when the other trains depart Mooney's Bay and Carling, so the endpoints can't be timepoints.

It currently has indusi which doesn't officially qualify as PTC according to the CTA (something about not being totally failsafe).
It will be upgraded to an implementation of PTC, but we don't know what exactly that implementation will be yet. I guess it could technically be an implementation of CBTC, but I'd be surprised if it is.
