Such legislation already exists. Upon closing a gas station, the owner must fully remediate in a very short time. The problems are with legacy sites from decades ago. Even on these, the owners remain liable if they are still around. Even with cleaned up sites, big companies often choose to leave them vacant rather than risk liability to new owners. Also they put so many conditions on any sale, it makes it a tough sell.
This fund is not intended for brownfields owned by Shell, Esso, PetroCan, etc. Those companies are already 100% liable.
