It CAN be an addiction...
I'm probably a more sympathetic person in real life than I appear on this board, but we've been conditioned to immediately acknowledge any possible addiction in the room and regurgitate it without thinking.
It's good that enough of the stigma over various addictions or struggles is lifted so we can talk about it. Still, we have to explore capability and responsibility just as much as addiction if we're going to create an all encompassing social position on the world's growing myriad of addictions.
Not speaking specifically to the casinos here, just to the quote.

and enough with the racist native comments and casinos

Two questions/points
1. Why is it bad that a private entity would profit over a public, and why would it bother anyone?. Why is it inherently good that the province gets the money? Do we appropriately evaluate their ability to manage money?
2. Maybe I missed it, but who said anything racist? Unfortunately there are addiction problems in any group, but certainly also native groups. It's fair and should be permissible to say that.

Land availability, ease of access (regent and lag, kinda), land value all probably played a larger role than targeting the working class...
So did public approval. Chances are southern wpg residents would shoot a casino down harder.
I could be wrong, just not that cynical about the locations.
One can easily make the case that Club Regent gave transcona a major retail/entertainment destination, and that certainly would help the businesses around it.
