If you're bidding a project this big, you want certainty that it's going to go ahead. All of the uncertainty surrounding the election probably scared a lot of companies off. I figure they'll get no responses or responses that are completely crazy, then say that the RFQ was flawed and use that as a way of getting to the "we need to pivot to SkyTrain" stage.
