It is really weird with how awkward the transition between suburb and urban style development is with M-City, but this is honestly true for all of MCC. The area was definitely not intended to become the downtown centre but it did anyway, which is why there is so much in the way of awkward placement of 50s towers being shoehorned in next to detached homes. It would be neat to have office as a part of the M-City development too, but you're absolutely right about there being a city problem making office developments unattractive. However, I figure it's not far off.
I think this crazy scale of development will lead to the eventual redevelopment of those adjacent neighbourhoods into high density condos and apartments as well. I can't imagine that people with suburban living in mind would want to live right next to what will probably be one of the busiest intersectons in Mississauga in a few years.
