The link I provided was what was introduced to the City Council on June 18, 2018. Scrolling to the bottom, it says the city council considered the proposed amendment and referred it to the Zoning Review Board (ZRB) and City Council Zoning Committee.
I checked the agendas and staff reports of the ZRB since June 18, 2018. It does not appear until the upcoming September 11, 2018, ZRB agenda, which you screen capped above. (Link to ZRB agendas and staff reports here:

If it was a different proposal than the one for Coda, it would also have a different case number. Both your screen cap and my link have the same case number: Z-18-68.
I also checked all the City Council Zoning Committee agendas since June 2018 and don't see that it has gone before that committee yet. (Link to City Council materials:

Sometimes these things just take a really long time to move through the bureaucracy.
BTW the sponsor of the ordinance is council member Amir Farokhi. He is active on social media. I am sure would be willing to answer any questions about the proposal.
