Yes, that did not make a lot of sense either. However, City Hall was the actual tallest building in absolute terms and there was widespread and vocal opposition in some quarters to building something taller. And it was discussed openly. No one is talking (at all) about not building a building taller than City Hall -- which is no longer close to the tallest building in they city -- on South Broad. Also, this building would not even be visible when viewing City Hall from most vantage points.
