This is the permanent legacy of the Trillium Line. The message is that the majority of riders all only students (not taxpayers), therefore periodic shutdowns are OK.
There is simply not enough constituent complaints that the line is being shutdown over and over again.
This all ties in with my ongoing complaint that half the population within 5 km of the Trillium Line can't or won't use it because it doesn't go downtown. So, this deflects constituent complaints about shutting down repeatedly. This is also another reason why people won't use it. Why bother, when it will be shut down again soon.
Unfortunately, the students will still dominate even when Phase 2 is completed and the city will likely plan another post 2021 shutdown for another in the endless upgrades, that can't be accomplished without a shutdown. Unfortunately, the poor design of the line makes lengthy shutdowns (more than a few weekends) for any significant change necessary.
I just recall the complaints when the N-S line was proposed about the proposed 3 year shutdown. Will we not have exceeded that by the completion of Phase 2? Of course, full double tracking will require another lengthy closure, if that ever happens.
