Definitely true.
Toronto has a pretty tight bell-curve for proposed project heights. 15 years ago nearly everything was in that 28 to 35 floor grouping, both downtown and in the suburbs. In fact, I recall discussions with Chicago forumers on the GTAs lack of 150m tall proposals despite having a large number between 100m and 150m under construction.
Anyway, today the same number of units are being constructed but in fewer buildings. The height has increased, downtown, to where 55 floors is more common.
It seems very likely that in 2035 Toronto will continue to need a largish number of units but will have even fewer plots of land to do it on resulting in a further average height increase. I expect we'll see 20 or so 200m buildings under construction at any given time with a half-dozen in the 300m+ group.
It's unlikely to outpace Manhattan in quantity but the project sizes (by height, not $) are likely to be similar.
IMO, this isn't a good thing. It's a side-effect of poorly thought out transportation infrastructure.
