Hey, that's not bad at all. Certainly no worse looking than what's going up in much of Osborne Village.

I agree. Seeing the area between the Exchange and HSC move in a similar direction to West Broadway would be game changing. I cite WB specifically because it's an example of an area that has improved but without gentrifying so much that it is completely out of reach to lower income residents. Just having it become a reasonably safe and pleasant inner city neighbourhood to live in would be fantastic. Projects like this help to move things in that direction.

Yes it is different. The perimeter is owned and maintained by the province of Manitoba. Those streets within the city are owned and maintained by the city of Winnipeg.

Pretty sure most if not all of the aforementioned are owned and maintained by the province outside the city, so whatever RM's they run through couldn't put tolls on them.

Yup, here's a question for you. What about fermor and Portage? They are technically Highway #1 and may not be allowed to be tolled. is it possible to toll them?

Absolutely. Based on my limited recent experiences in the area (mainly evening bike rides last summer, and picking up takeout at Pho No. 1), I get the sense it's becoming a relatively quiet neighbourhood. Maybe not quite West Broadway, but probably similar to North Point Douglas. In other words, there isn't the same level of apparent danger/criminal activity, or dysfunctional poverty and abandonment you see in other parts of the inner city. Seems this way especially on McDermot and Bannatyne, and the little streets between them. Lots of new Canadians living there now.

And the neighbourhood has a really unique feel. Lots of room to build new, but a lot of great old buildings, including a scattering of warehouses, old apartment blocks, and some of the oldest houses in the city. And what other residential neighbourhood can you walk to the Exchange District from without having to cross bridges, rail lines, or freeway-like traffic arteries?

There are tolls on portions of the trans Canada in NS and in BC (according to its Wikipedia page). Under the assumption Winnipeg could toll its roads, see no reason those would be an exception.

Interestingly, the toll was taken off the Port Mann bridge in Vancouver last Fall.

Didn't either Pallister or Bowman recently say that toll roads/bridges were a non starter? Not sure why we don't see many toll roads or bridges in Canada. This actually seems like a good way to pay for infrastructure upgrades.

Bowman tweeted me last year that he campaigned against it. I don't remember him campaigning against it though. I think it would be a pretty good idea.

Those who bring property taxes into the argument saying things like "if out of towners think they're carrying their weight without paying property taxes then I'll just tell the City the same thing when I get my tax bill" must understand that there is a huge portion of the city's budget that goes strictly to local services (residential streets, police and fire, swimming pools, libraries, soccer fields, community clubs, etc...) that out of towners don't use or pay proportionately higher than residents. Property taxes as well as business taxes (that out of towners are supporting) pay for those things. It's a two way street with pros and cons for both sides and unless you recognize the benefits of each side, you don't see the whole picture.

The Perimeter is all outside city limits aside from two small sections on the west side of the city and between Highway 59 and just west of Highway 75 on the south side of the city.

Almost looks like it was intentionally built this way as a strictly provincial highway or planners just screwed up.

^ The way it's designed, I don't think it concerns over municipal boundaries really played into it.

Yep. Plus most of Highway 101 was built before Unicity (1972), meaning it passed through even more municipalities than it does today.

Anyway, there's this handy thing called Google, which is able to show Highway 101 in relation to City boundaries on a map. Crazy, I know!

Main floor of MacDonald block is all hoarded, work on the inside and street-level is starting!

Also, signs are up for the the two businesses moving into the Scott Block, I’ve heard the office is close to ready.

I really hope the city spends some money on South Main asap to bring it up to the standards/look of strertscaping on Portage and Main (north of Portage).

^ You're right, Main south of Portage never got that streetscaping treatment that the northern stretch got back in the 90s, so it's looking a little neglected. It would be nice to see it get refreshed too.

Yeah, especially now that there’s some good stuff happening organically there, it’s the right time. Spruce it up while people are paying attention and hopefully more will happen.

cause if they do exactly the same thing they did on the north part they will not be able to operate while the st is torn right up

i worked at a book store in that area when it happend it killed buisnes not being able to get in
