Despite a lagging economy, Regina’s residential and retail sectors are doing quite well.

“We continue to be a bright spot in the economy,” Mayor Michael Fougere said.

While Saskatoon struggles with a residential vacancy rate around 10 per cent, Regina is sitting at 5.6 per cent.

“They were a lot of mining up there,” Michael Kelsey, a Colliers Regina broker, said. “We are a bit of a government town so we’re more stable in that regard. So I think they grow quicker, but as things slowed a little I think there was a little more fallout.”

Residential construction projects in Regina were also up to more than $300 million, compared to $220 million in 2015.

“One of the biggest indicators of economic growth is how is your housing industry doing, and when we see that it’s growing sort of counterintuitively to what’s happening in the rest of the country and other parts of the province even, we know we’re doing things very well here,” Fougere said.

According to the latest Colliers report, Regina’s retail market is looking rather rosy as well, with a decreasing vacancy rate that’s under three per cent.

“We’re seeing new land coming on-stream soon, so we may see the vacancy rates climb a little as more stuff gets developed,” Kelsey said. “But there’s pent up demand so the market is very strong.”

The mayor said a diversified economy that includes manufacturing, farming and even IT has helped keep the city strong.

“We have a stronger economy than just oil and gas. That’s a good thing to have a diversified economy. It shows inherent strength even though other parts of the country are being hurt because of low oil prices,” Fougere explained. “We’re weathering that storm fairly well.”

Colliers expects 2017 to be strong again for Regina retail, with the expected development of two liquor stores and multiple large scale developments that are already in progress.

“I think as bad as it’s going to be, we’re there, and it hasn’t been bad, and we’re going to continue to rise now, would be my opinion,” Kelsey said.

The airport started its expansion in 2014. The sequence of events are insothat the airport can continue to be serviceable throughout the expansion process. The terminal building's expansion cannot happen until the airport lands and infrastructure has been completed. (Namely regarding the old and new Taxiway "C".) The terminal building phase is slated to begin in 2018.

Quirks & Quarks had a segment today on pilot projects that are being undertaken in India and northern Alberta to create self-repairing roads. The concrete has nano-fibres embedded in it that function like stitches when a crack appears to keep it from spreading. The fibres have additional compounds that attract moisture to create a silicate material that then patches the crack.

With the help and support of the Wascana Centre Authority, many of the outdoor events including the popular Hole-ympic Outhouse Races will take place right on the ice of Wascana Lake east of the Broad Street bridge. Indoors at the Conexus Arts Centre the group is planning a kid’s carnival and stage with family focused fun and entertainment including storybook princesses, action heroes, face painting, photo booths and more.

Looks like Tower IV could be coming sooner than any of us thought. Harvard wants to take advantage of the low cost to build and the fact that high quality office space is a premium downtown. It'll hurt the small guys downtown, but I wouldn't be surprised to see construction start in 2018.

I have doubts. Harvard is very conservative about constructing new buildings. They would not commit to a new tower unless they had a major tenant like SaskTel, SGI or SaskPower.

Funny, I was just thinking about Tower IV as I was walking through the park a couple days ago. I think it'd be nice to see Harvard do an office/condo combo in that location instead of another boring office building that's empty after 5:00.

Who wants to bet that Tower IV will be announced and constructed before Capital Pointe is completed?

Actually that would be a great spot for retail-condo-office mixed use building fronting the Plaza and Vic Park. They could redevelop the whole Cornwall St. parkade that they control as part of the development. It is reaching the end of its useful life.

Mixed use is complex and tough to finance. I am not sure Harvard has an appetite for that.

Agreed on Waskimo being a good thing. Such a shame not to go out and embrace the winter climate we have. Edmonton has done a great job working on that aspect.

The city could organize a couple of skate nights in the park with some live music or something to pick up some energy. Sure, make it a little weather dependent and don't hold it if it's below -15C.

That would be unbelievable (and awesome) if as a part of Tower IV they redeveloped/rebuilt the parkade and incorporated main floor retail along that whole stretch of Cornwall Street.

I can't see SGI moving. Even though they'd be renting there's a ton of expense with moving and given the freeze on spending at the crowns, they are likely to commit to any moves for quite a while.

^I can't see it either, but they and Brandt are the only sort of solid leads for people potentially looking for space. Given the most recent budget news it would be highly surprising if any government office did anything with respect to office space.

I knew that but since shovels aren't in the ground for it there's no guarantees. Just listing entities we know were looking for space of some sort. I can't see Tower IV going anywhere with the climate right now. 2018 seems overly optimistic given the provincial economy. Big turn around near the end of this year or something the street doesn't know about.
