I believe that I agree with Gehrhardt here. This technically is property that is designated as Downtown land by the city of Moncton. If you look at the map on page 117 of this PDF you can see that it is.

Born and raised in Moncton, I myself know that this is actually part of the city refered to as downtown in Moncton, by Moncton residents regardless of wether it has that downtown feeling or not. Unfortunately municipalities downtowns aren't defined by someone's perceptions or a general feel of the area.
I do agree with a lot of the above mentioned about it should have gone to infill more downtown land that is somewhat vacant already, but unfortunately the private sector determines what land they buy to develop and not where the city tells them to put a building.
It would be inconvient to have to cross Vaughn Harvey every once and a while but the truth be told it is going to happen eventually. This city now has a Downtown core that is 5 streets parallel on the Y axis and 22-24 streets parallel on the X axis. Street crossing is something that is going to happen in any city and is something that were all familiar with here in Moncton (just like other cities) and if your used to walking to get to places then it shouldn't bother you.
As a matter of fact, the busy traffic that goes buy this new development, was one reason why this parcel of land was chosen in the first place. Sidewalks, bike lanes and vehicles, to me it doesn't sound that bad at all. The only time that I can remember saying yeah I'm not walking across the street it's too far is back in Winnipeg last December. I was in the mall and when I looked across the street to where Chapter's was, I had to walk through a parking lot of a good 60 spaces, walk across a 6 lane road to the other side and then another 60 or so spaces of parking space to reach the front door. Simply walking across a 4 lane road though, to the front door isn't that bad. It might make a difference for some poeple but not the difference in between failing as a project or being a prosperous one.
