SALT LAKE CITY PLANNING DIVISION
OPEN HOUSE
November 19, 2015 at 4:30 p.m. to 6:00 p.m.
City & County Building
451 S State Street, 4th Floor Hallway
Salt Lake City, Utah
ON THE AGENDA........
Height Amendments to the D-4 Zoning District - A request by Mayor Ralph Becker to amend city code to increase the building height in the D-4 zoning district in anticipation of a future convention center hotel. The D-4 zoning district has a permitted height of 75 feet and conditional height of up to 125 feet. It is likely that a future hotel, regardless of where in the D-4 zoning district it may be placed, will require more height than what is allowed. The amendment will affect Section 21A.30.045 titled D-4 Downtown Secondary Central Business District. Related provisions of Title 21A-Zoning may also be amended as part of this petition. For those not aware the following blocks are D-4:
The entire Abravanel/SP block
The portion of the block west of Abravanel that the SP occupies (the parcels fronting S. Temple are D-1)
Royal Wood Plaza block
The Triad Center block
The VIV block
The VIV Hotels block
The northern half of the Ginza/Ferrari Color block
The NE and NW corner of the ArtSpace block.
I think this is long overdue, I always felt that the 125' (conditional use) maximum height in the D-4 Zone was way to short and that there have been some missed opportunities due to that. One thing that is brought up in Planning and Development Design is the visual width of a street is reduced when the height of the adjacent buildings is taller than the width of the street.
For instance maybe the VIV hotels (formerly the ESA Hotels) could have been taller, yes they are wood on pedestal and maybe they couldn't have justified building higher, but I think it would have been nice for those to be a few stories taller. Maybe the cost to max out at the 125' didn't pencil out, but maybe it might have if they could have gone higher. 300 W is approximately 125-130' wide had the VIV hotel, particularly the Hyatt, been allowed to build higher, a 150' building would have helped to reduce the visual width of 300 W.
