Lobbying only occurs if industry groups are under the impression that government will act on their demands.
If the government sets the precedent that it will not get involved with picking favourites, the lobbying will stop. That means eliminating all tariffs and supply management, and radically simplifying the tax code. No loopholes, no tax credits targeted to certain industries.
