No, you can't force them to build, but you
can make it costly for a company to just sit on a on prime pieces of land. Other cities have bylaws in place allowing for property tax surcharges & the like. At least the City hasn't approved a "temporary" parking lot (I'd bet the CP folks have informally approached the CoR about this option).
