Most other cities build-up the area around the trees - basically building a raised box - even if the soil is still at curb level, to give them a measure of protection. They also tend to put in nice looking 5-6' metal enclosures around the trees - especially the young ones - to protect them from sidewalk sweeping/snow clearing equipment, minor car accidents, general dumbasses who like to break tree trunks, etc.
This is what I mean when I say if they're not going to do it properly, they may as well not do it. While natural grasses & the like are better than weeds, I suspect they'd turn into weeds boxes again in short order (or the dumbasses mentioned above would trample the grass).
This said, I believe I saw tree boxes in front of Agriculture Place today - at least half a dozen. May have simply been metal "features" in the sidewalk, but they sure looked like tree boxes.
